About The Position

The MBTA is seeking a Manager of Alternative Delivery Contracts to provide comprehensive support for Alternative Delivery procurements, including Design Build (DB) and Construction Manager at Risk (CMAR). This role is responsible for ensuring procurement and contract administration best practices align with Federal and State Laws, serving the best interest of the Authority. The Contract Services group supports the MBTA's multi-billion-dollar Capital Investment Plan (CIP) throughout the full delivery lifecycle, from contract procurement and administration to dispute resolution and closeout.

Requirements

  • A Bachelor’s degree from an accredited institution.
  • Five (5) years of experience in procurement and/or contract management.
  • Related experience in a supervisory capacity or leading large projects.
  • Excellent customer service skills.
  • The ability to provide internal and external customers with a courteous and professional experience.
  • The ability to supervise and work effectively with a diverse workforce.
  • Working proficiency with Microsoft Word, Excel, Database and PowerPoint.
  • Self-starter with the ability to work productively independently and as part of a team.
  • Excellent organizational, analytical, confidentiality, multi-tasking, time management and interpersonal skills.
  • Ability to communicate effectively and professionally with customers, employees and vendors.
  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Be at least eighteen (18) years of age.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
  • Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.
  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting.
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position.
  • All employees must be legally authorized to work in the United States and on an unrestricted basis.
  • All persons hired will require a U.S. Social Security Number prior to starting the position and employees will be required to complete a Form I-9 to verify their identity and eligibility to work in the U.S.

Nice To Haves

  • Prior experience in the public sector.
  • Understanding of CMAR and Design-Build.
  • Prior experience with alternative delivery and with MGL C149A.
  • Prior experience in an organization implementing a multi-billion-dollar capital program.
  • Prior experience with ASANA.
  • Massachusetts Certified Public Purchasing Official (MCCPO) or Associate Certification Professional.

Responsibilities

  • Oversee and manage all phases of the procurement and contract administration.
  • Supervise and manage a team of Coordinators and other staff within Contract Services.
  • Organize workloads and proactively identify contract procurement needs/requirements.
  • Implement MBTA’s Alternative Delivery Manuals, including DB and CMAR sections of the Procurement Manual.
  • Support the update and implementation of changes to MBTA’s Standard Operating Procedures.
  • Manage, track, and update all departmental databases, ensuring information accuracy and alignment with departmental requirements.
  • Develop and oversee the Procurement Schedule to support the Authority’s Capital Program.
  • Prepare required annual updates to the Office of the Inspector General and ensure ongoing compliance with applicable statutory and regulatory requirements.
  • Perform functions using the MBTA’s Project Management Information System (PMIS) and Financial Management Information System (FMIS) and any other contract management or financial management platforms.
  • Assist with development of processes and dashboards.
  • Provide management response to federal and state audit.
  • Work with third-party consultants and contractors and various departments within the Authority.
  • Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner.
  • Perform all other duties that may be assigned.
  • Additional responsibilities may include focus on one or more departments or locations.
