About The Position

The Facilities department is responsible for the operations and maintenance, renovations, and construction of all buildings, grounds and utilities of Plymouth State University. These services are provided to develop and maintain a functional, attractive and safe environment conducive to learning and to support the University’s tradition of excellence. The Manager of Mechanical, Electrical, Plumbing and Building Automation Systems reports to the Director of Facilities and is responsible for the overall leadership, direction and coordination of approximately 12 staff members of varied trades. This position is responsible for the on-going management and operation of campus systems and critical infrastructure such as the energy management system, life safety systems, high voltage electrical distribution, co-generation facility and campus wide steam distribution system, campus management of water and sewer mains, and all equipment associated with listed utilities. They will develop and recommend preventative maintenance programs for facility mechanical equipment and implement energy savings projects for savings and operational improvements within campus facilities, as well as manage and coordinate work order schedules and production through the facilities computerized maintenance management system utilizing reporting systems to improve customer service. The Manager of Mechanical, Electrical, Plumbing and Building Automation Systems will provide support to the Director of Facilities by coordinating projects, as well as outside contractors with all managers within the Facilities team. This position works with local town officials regarding any utility and infrastructure issues within the towns of Plymouth and Holderness that affect, or could affect, the campus. The successful candidate will have extensive project management experience with complex facilities. They will be capable of operating in a high-paced environment with focus on delivering customized solutions on compressed schedules and tight budgets. This position is considered to be essential and may require coming in when the University is closed due to inclement weather.

Requirements

  • Bachelor’s and four years of experience, or Associate’s degree and six years of related experience as manager for building trades or plant operation or a combination of education and experience equal to eight years.
  • Minimum of five years of supervisory responsibility.
  • Construction project management experience.
  • Strong understanding of mechanical, electrical, plumbing, HVAC, fire protection, and control systems.
  • Ability to diagnose malfunctions and determine necessary repairs.
  • Working knowledge of operation of boilers, boiler codes and safety procedures, high pressure steam systems and electrical distribution systems.
  • Technical knowledge with building codes and standards.
  • Ability to lift heavy objects (50+ lbs.), work at heights, and work in varied environmental conditions.
  • Ability to report to management and demonstrated capacity to work with a wide range of individuals/staff. Effective communication with operations teams.
  • Proficiency with hand tools, power tools, and precision measuring instruments.
  • Valid State Issued Driver’s License
  • Current Master Electrician License/Certification
  • LEED Accreditation (e.g. LEED AP)
  • Ability to read and interpret diagrams, blueprints and equipment manuals
  • Willingness to learn new skills and methods.
  • Sufficient strength and physical dexterity to perform duties and responsibilities of the job, and the ability to climb ladders and work in high places and confined spaces.
  • Technology skills including MS Office, Internet, computerized maintenance management systems (CMMS) and Building Automation Systems (BAS).
  • Must be able to wear and use appropriate personal protective equipment when necessary.
  • On call / emergency response expectations
  • Responds off-hours to outages, floods, heat loss, etc.

Responsibilities

  • Assign, plan, evaluate and directly manage the work assignments of 12 employees of varied trades. This includes licensed personnel from licensed plumbers, electricians, HVAC as well as Co-Generation plant operators. Coordinate and provide required training for each trade and ensure staff response in emergencies.
  • With the guidance of the Director of Facilities, this position is responsible for the on-going management and operation of the following campus utilities and systems as well as all assigned personnel who operate those systems: The Energy Management/Building Automation System which monitors and controls heating, cooling and ventilation systems in buildings across campus. Life Safety systems across campus. These systems include: the maintenance and operation of fire alarm systems, sprinkler systems as well as emergency generators. This position is responsible for the maintenance and operation of the high voltage electrical distribution throughout the University’s campus. This includes high voltage switchgears, transformers, diesel generators, as well as underground and overhead utilities. Responsible for the campus wide steam distribution system which includes a Co-Generation Facility and campus-wide underground piping distribution system. This also includes the management of the campus’ highly sophisticated wood pellet boilers and numerous stand-alone heating systems across campus. These systems provide heat and hot water to the entire campus. Campus management of water and sewer mains, fire hydrants and the distribution of each. All equipment associated with listed utilities. Works with local town and state officials regarding any utility and infrastructure issues within the Towns of Plymouth and Holderness that affect or could affect the campus. Provides communication and status updates to the campus community and university officials as appropriate.
  • Develop and recommend preventative maintenance programs for facility mechanical equipment including periodic maintenance, inspections and annual overhauls to ensure proper operations and minimize breakdowns and failures. Recommends, develops and implements energy savings projects for savings and operational improvements within the campus facilities. Manages and coordinates work order schedules and production through the facilities computerized maintenance management system utilizing reporting systems to improve customer service. Advise the Director of Facilities and/or other campus officials on any deficiencies related to campus infrastructure systems.
  • Provides support to the Director of Facilities by participating in and coordinating assigned projects with all managers within the Facilities team. Coordinates outside contractors as well as internal and external stakeholders to complete campus projects. Reviews engineering and construction design drawings, makes recommendations to ensure compatibility with existing campus systems and controls. Coordinates activities to accomplish departmental and campus wide goals. Advise university personnel, utility company officials, and contractors on the installation and/or operation of equipment. Maintains proper records for departmental use.
  • Planning of financial information and forecasting expenditures for budget prep and strategic planning. Planning and recommending upgrades to campus facilities to create plans to reduce deferred maintenance. Communicate information to Director of Facilities to make recommendations for capital spending. Follows established University and University system of New Hampshire (USNH) specific guidelines when administering required contracts and purchasing requisitions with contractors and vendors as required.
  • Will perform other related duties and projects assigned. Provide and/or attend appropriate seminars and training sessions.
