About The Position

DWC seeks a full-time Manager - Measurement & Evaluation to support DWC’s data-driven approach to ending homelessness. The ideal candidate is responsible for DWC’s initiative to measure its impact on ending homelessness, compliance with contracts, and reporting on grants. This position provides support to the operations and programmatic departments by ensuring that current systems, policies, and procedures consistently align with intended outcomes. This position is responsible for monitoring and evaluating the metrics outcomes to guide quality assurance and compliance reporting for all program contracts and grants. A successful candidate will have a strong knowledge of data collection and analysis, social service programs, effective outcome measurement, and performance and quality improvement. This position reports to the Director of Data and Analytics.

Requirements

  • Bachelor’s degree in public policy, Public Health, Social Work, or Social Science or related field required.
  • Experience with data analysis, monitoring, and evaluation
  • Strong analytical and technical skills
  • Experience with database and information systems
  • Strong knowledge of Excel
  • Excellent written and verbal communication
  • Ability to communicate effectively with diverse stakeholders
  • Strong attention to detail and accuracy
  • Strong administrative skills and proficiency in Microsoft Office Suite
  • Cultural humility.
  • Must be a CA resident and live no more than 80 miles from DWC; must be available for in-person meetings at DWC.
  • Current valid California state driver’s license, insurance, with good driving record
  • Must provide documentation of a negative TB test result within the last twelve months, on first day of hire.
  • Being authorized to work in the U.S. is a precondition of employment.
  • DWC does not sponsor employment visas, such as H-1B.

Nice To Haves

  • Master’s degree in public policy, Public Health, International Development, Social Work, or Social Science or related field preferred.
  • Experience with HMIS, preferred
  • Demonstrated knowledge and understanding of government funding/grants and contracts preferred

Responsibilities

  • Implement organizational performance measurement systems that facilitate accurate and reliable information collection and reporting across all programs
  • Lead DWC’s Performance and Quality Improvement process
  • Coordinate with staff on meeting the monitoring and evaluation requirements
  • Develop policies and procedures for data collection and quality assurance
  • Implement new data management systems and participate in qualitative and quantitative data gathering
  • Oversee the implementation and ongoing use of DWC’s Homeless Management Information System (HMIS)
  • Provide ongoing training and support to staff on compliance measures, including use of HMIS
  • Aggregate data for grant reports to private and public funders
  • Ensure that data collection is matched with funding requirements
  • Coordinate annual compliance reporting for all affordable housing lenders
  • Ensure contract compliance, support preparation for external audits
  • Create and provide reports as needed to assist with internal data analysis and distribution of information to DWC’s Board of Directors
  • Research and remain abreast of related studies in parallel sectors, ensuring that DWC is aware of evolving standards as related to homelessness, workforce development, and women’s health
  • Provide oversight and support to external research and evaluation teams
  • Provide oversight and support for surveys implemented at DWC (i.e. annual staff satisfaction survey, program participant satisfaction surveys)
  • Provide oversight of any new databases that DWC programs will utilize by providing trainings, and monitoring appropriate use of program databases
  • Other duties as assigned to support the mission of the organization
