We are seeking a Manager, International Workforce & Mobility to shape the strategy, administration, and lifecycle support of our inbound international workforce programs. This role will also propose program development and support internal mobility including assignment‑based and longer‑term engagements across geographies. This role serves as the primary point of contact for global mobility and is responsible for our end‑to‑end strategy, with an immediate focus on international recruitment streams that support both seasonal and longer‑term workforce needs. Current programs include, but are not limited to: The BridgeUSA (J‑1) and H‑2B visa programs in the United States The International Mobility Program and Temporary Foreign Worker Program (TFWP), including administration and execution of LMIAs, in Canada As Pursuit continues to scale, this role will optimize existing programs and lead the assessment and introduction of additional international pathways, as well as processes that enable internal mobility across countries. This includes program design, vendor management, and ongoing improvements. The ideal candidate is both a strategic partner and a hands‑on executor, working closely with international agencies, internal stakeholders, and cross‑functional teams to deliver a seamless international hiring and mobility experience that supports operational success. This role is critical to enabling Pursuit to attract, move, and retain global talent while maintaining strong compliance practices and providing a smooth experience for employees navigating international processes.

Requirements

  • 5+ years of experience in employment-based immigration programs, international hiring, seasonal workforce planning, and talent acquisition.
  • Strong knowledge of international recruitment pathways and employer-supported work authorization processes in Canada and the United States, including the requirements, timelines, and compliance expectations associated with them.
  • Experience working with third-party agencies, legal counsel, and government programs.
  • Proven ability to manage complex projects, timelines, and stakeholders across multiple locations.
  • Excellent communication skills and comfort working across diverse cultures and time zones.
  • Willingness to travel internationally and domestically for recruitment events and site visits (10–20%).

Responsibilities

  • Develop and implement a comprehensive strategy for Pursuit’s international hiring efforts for all North American properties.
  • Identify emerging global hiring trends, legal changes, and visa pathways that align with Pursuit’s workforce needs.
  • Lead advocacy efforts to strengthen and protect access to international talent programs, in partnership with industry groups and legal advisors.
  • Serve as the primary contact for immigration and mobility matters; working closely with vendor partners, with employees, candidates, our internal People team, and external immigration counsels.
  • Manage performance, contracts, and compliance with all partners.
  • Ensure timely communication and coordination of hiring events and application processes.
  • Coordinate with external immigration counsel to prepare and submit petitions, applications, and supporting documentation.
  • Track visa expiration dates, renewals, and work authorization timelines for sponsored employees.
  • Maintain accurate records and documentation within internal HRIS system.
  • Ensure compliance with immigration regulations, I-9 employment verification requirements, and internal policies.
  • Work with immigration counsel to identify alternative visa strategies when necessary.
  • Coordinate full-cycle recruitment for international hires including screening, interviewing (virtually and in-person globally), and candidate selection.
  • Collaborate with the Director of Talent Acquisition, and operations leaders to forecast hiring needs and align recruitment timelines.
  • Support visa petition submissions and work authorization processes across U.S. and Canadian programs.
  • Collaborate with internal People Teams, including housing, to deliver a welcoming arrival experience.
  • Provide budget recommendations and information for government and agency fees, transportation, and employer-paid costs.
