As Justworks’ Manager, International Payroll (APAC), you will be responsible for leading the strategy and execution of payroll and payroll tax operations to ensure they are run on-time and accurately across all active APAC countries and other international jurisdictions. You are a seasoned leader and the regional expert on the execution of payroll activities, tax payments, and statutory reporting. You ensure total compliance with regional and local tax regulations while maintaining a global perspective that includes international contractor payments and multi-jurisdictional expansion. You are accountable for managing a high-performing regional team, optimizing our current systems, and partnering with Product teams to innovate and build scalable, automated payroll solutions for the future. You work closely with customer-facing teams to ensure invoicing is seamless and serve as the final escalation point for complex payroll-related inquiries from workers and customers. You are a natural leader who can manage high-pressure situations with ease, possessing both a deep technical understanding of global payroll and the creative mindset required to build world-class products.

Requirements

  • 6+ years of experience in international payroll operations, specifically within the EOR, PEO, or HR Tech space.
  • 2+ years of experience managing a regional or international payroll team.
  • Strong knowledge of payroll tax regulations and statutory requirements across multiple APAC countries (e.g., Singapore, Australia, India, etc.) and experience with International Contractor compliance.
  • Proven experience in leveraging and optimizing payroll software and global platforms.
  • Advanced Excel skills, including the ability to perform complex data analysis and financial modeling.
  • Excellent client-facing and communication skills, with the ability to address executive-level inquiries and concerns.
  • Strong interpersonal and team-building skills with the ability to motivate and guide a diverse group of payroll professionals across different time zones.

Nice To Haves

  • Experience building or advising on the development of tech products around payroll operations.
  • Relevant professional certifications (e.g., CPP, CIPP, or regional equivalents) would be a significant advantage.
  • GPMI (Global Payroll Management Institute) certification.
  • CIPP/A (Certified Information Privacy Professional/Asia).
  • Regional memberships such as APA (Australian Payroll Association) or equivalent local bodies.

Responsibilities

  • Manage and develop a regional payroll team, providing mentorship and oversight to ensure high standards of operational excellence and compliance.
  • Oversee end-to-end payroll processes in all active APAC countries and other assigned jurisdictions, including daily adjustments, tax processing, and accurate statutory remittances.
  • As the APAC region and other international markets evolve, design and implement localized workflows that allow team members to take ownership of regional execution while maintaining global consistency.
  • Provide internal payroll expertise and strategic guidance to cross-functional partners, including customer-facing teams, International Finance, Legal, and Operations.
  • Ensure accurate quarterly and year-end processing, including tax reconciliations across all international jurisdictions where we operate.
  • Stay current on evolving payroll-related laws and regulations across the APAC region and beyond to ensure the organization remains fully compliant.
  • Act as a key stakeholder and subject matter expert, partnering with Product and Engineering teams to automate and scale payroll products around your operational expertise.
  • Support internal control and compliance efforts, including process testing, documentation updates, and remediation as needed.
  • Perform other related duties as assigned.
