About The Position

Technology and Innovation is responsible for making innovation and technology the driving force behind Alberta’s economic growth and diversification. The Innovation, Privacy, and Stewardship (IPS) division is accountable for the Alberta Technology and Innovation Strategy (ATIS); innovation programs and governance; protection of personal information; enterprise information management and technology policy, training and awareness; business relationship management with partner departments; project management; and business reporting. Within the IPS division, Innovation, Partnerships and Governance (IPG) Branch supports Alberta’s innovators, researchers, businesses, and entrepreneurs by delivering programs and investments that drive economic growth, attract investment, and create jobs. The Branch leads innovation strategies and initiatives aligned with government priorities, including the Alberta Technology and Innovation Strategy (ATIS), to strengthen research and innovation across Alberta’s key sectors and improve competitiveness. The Innovation Strategy and Governance unit provides strategic oversight and governance of key provincial innovation bodies, including Alberta Enterprise Corporation and Alberta Innovates, ensuring their operations align with government priorities and deliver effective outcomes. The unit also maintains and advances the ATIS, working to keep it relevant and responsive to the evolving innovation landscape. This includes managing the ATIS evaluation framework and supporting data collection and analysis to measure progress and inform evidence-based decision-making.

Requirements

  • A university degree in a related field (e.g., Business Administration, Economics, Political Science, Science, Humanities), supplemented by five (5) years of progressively responsible, related experience.
  • Knowledge of Alberta’s innovation and commercialization ecosystem, including familiarity with key players, funding landscape, and government priorities.
  • Demonstrated project management experience, including the ability to manage complex and politically sensitive initiatives.
  • Stakeholder engagement and relationship management skills, with experience coordinating across government bodies, and/or partner organizations.
  • People leadership experience including managing and developing a team.
  • A cover letter that clearly demonstrates relevant skills and competencies tailored to this position.

Nice To Haves

  • Experience with governance frameworks, working with or overseeing agencies or Crown corporations.
  • Experience measuring, evaluating, and reporting on outcomes and impact, including formative and summative evaluations.
  • Experience developing and implementing performance measurement frameworks, logic models, and related plans.
  • Knowledge of social research methods, including qualitative and quantitative analysis, statistics, and data management.

Responsibilities

  • Leading the development of annual agency operating grants and transfer agreements with partners across government.
  • Overseeing compliance with funding agreement deliverables and reporting requirements.
  • Reviewing and analyzing agency business plans and annual reports to ensure compliance with legislation and policy.
  • Working with the Public Agency Secretariat to apply governance and board recruitment best practices.
  • Advising agency senior leaders on governance, accountability, and government direction.
  • Collaborating with Government and agency colleagues to support the implementation and monitoring of provincial innovation strategies, including ATIS, and other Government and Ministry strategic priorities.
  • Driving the practical adoption of AI tools in the agency governance portfolio.
  • Leading and developing staff to effectively achieve Ministry priorities.
