About The Position

Under the supervision of the Senior Director IM/IT, the Manager IM/IT is responsible for developing, implementing, and supporting a wide range of IM/IT services in response to the evolving business and technical requirements of the organization, corporate priorities, and the enterprise architecture roadmap. The Manager IM/IT is a leader who has a good understanding of both the IT strategic vision and how to operationalize that vision leveraging industry best practices such as ITIL, NIST, ISO 27001, ITSG-33, or other recognized frameworks. The Manager IM/IT is responsible for the operational management of the development and delivery of IM/IT services that are aligned with the strategic directions and operational goals established for the Standards Council of Canada (SCC).

Requirements

  • Security clearance: Secret
  • Bilingual Imperative (SISS)
  • Bachelor’s degree in computer science, or an equivalent combination of education and experience
  • 5–10 years of experience in a managerial role, leading an IT team, managing Service Desk operations, and responsibility for the cybersecurity program.
  • Knowledge of Council's mandate, program objectives, strategic plan and operational plan and the IM/IT policies and strategic plan; the immediate IM/IT requirements of staff as well as a long-term view of future needs and objectives; legislative and administrative policy requirements affecting the security of the IM/IT operations; trends and developments in systems analysis and programming techniques and system capabilities; and a network of contacts in the IM/IT field.
  • Knowledge of the principles of computer science to assess the technical and economic feasibility of proposed technology and to plan, develop and manage IM/IT solutions for a wide variety of applications and computing devices.
  • Knowledge of the methods, techniques and practices involved in computer systems analysis and programming; designing network architecture; configuring workstations and servers, implementing zero-trust cybersecurity architecture; managing subordinate staff; providing input to annual reports, budgets and operational plans.
  • Excellent verbal and presentation skills.
  • Ability to participate in seminars, symposiums and trade shows, where SCC systems are presented, explained and demonstrated to the public; to provide user support to the public.
  • Excellent writing skills.

Responsibilities

  • Provides professional and operational leadership for the development and advancement of the approaches and processes for defining, managing, and evolving SCC’s Enterprise Architecture.
  • Provides strategic and tactical advice to advance the priorities identified in the IM-IT strategic vision and the Enterprise Architecture roadmap.
  • Is responsible for the development, implementation, and continuous improvement of the cyber security program.
  • Lead a team of IT professionals to provide support for all IM-IT equipment delivered to employees and to support on-premises and cloud-based applications and infrastructure.
  • Oversee the work of the IT professionals by defining and prioritizing goals, providing guidance and work direction, promoting personal and professional development, and providing staff training.
  • Establish annual performance objectives and conduct annual performance reviews for members of the group assigned to the team.
  • Is responsible for the ITIL Change Management process to guarantee availability and reliability of IM-IT services and to provide accountability around the change process.
  • Oversee the day-to-day identification of priorities and delivery of sustainment and maintenance programs, including the Service Desk, the organization’s cybersecurity program, ensuring security.
  • Identifies and pursues opportunities for third Managed Service Providers, providing professional assistance in the contracting and procurement process.
  • Oversee the business relationships with Managed Service Providers including the enforcement of established SLAs, dispute resolution and service improvements.
  • Implements and follows Software Development Lifecycle (SDLC) methodologies to ensure that required systems are introduced across the organization in an efficient and effective manner and that SCC is always in compliance with intellectual property agreements and regulations.
  • Provides guidance in the implementation of all AI initiatives.
  • Develops and maintains positive working relationships with all levels of SCC executive as the organization authoritative and top IM/IT advisor, management and lines of business by proactively engaging and collaborating.
  • Establishes and maintains effective working relationships with external stakeholders, consultants, vendors, and other public sector entities.
