About The Position

The Montgomery County Department of Permitting Services (DPS) is seeking a Manager III, Grade M3, to oversee the Central Services Unit. This role is crucial for managing a significant operating budget, directing staff, and collaborating with various stakeholders. DPS is committed to safety, sustainability, and economic development, issuing around 40,000 building permits annually and conducting thousands of inspections. The department comprises five divisions: commercial building construction; customer support and outreach; land development; residential construction and fire code compliance; and zoning and code compliance. DPS operates under the tagline: “Your Project Partner.”

Requirements

  • Graduation from an accredited college or university with a bachelor’s degree.
  • Five (5) years of progressively responsible professional experience in finance, accounting, budget analysis, or related field.
  • An equivalent combination of education and work experience may be substituted.

Responsibilities

  • Reports to the director and serves as a principal advisor on fiscal operations, departmental resource planning, and internal services delivery.
  • Oversees the functions of the Central Services Unit, including budget and fiscal management, fleet management, contract management, the Fee Office, and MCtime.
  • Prepares, administers, and monitors the department’s operating budget.
  • Ensures the accuracy, integrity, and timeliness of all financial reports, revenue summaries, and documentations submitted to county oversight bodies.
  • Oversees the collection and reporting of more than $100 million in revenue, including permitting fees, county impact taxes, and fees for non-DPS county programs.
  • Conducts complex analyses, identifies fiscal and operational issues, develops recommendations, and defends the budget before county officials.
  • Establishes policies and procedures for the unit’s services and functions.
  • Provides direction, delegates tasks and special assignments, and ensures compliance with county policies, regulations, and internal controls.
  • Works with staff to deliver exceptional customer service.
  • Supervises a staff of six (6) employees, establishing performance goals and expectations, recognizing accomplishments, providing coaching and mentoring, and evaluating performance.
  • Performs other duties as related to the position.
