About The Position

This position leads the transmission planning activities for an area of the Oncor Electric Delivery Transmission System. This includes managing the development of transmission projects, Electric Reliability Council of Texas (ERCOT) Regional Planning Group project submittals, and load interconnection study reports leading to the reliable and optimized operation of the transmission system. This position identifies and implements Transmission Plan process improvements, as well as, contributes to the ERCOT stakeholder process regarding proposed rule changes that impact transmission planning. All North America Electric Reliability Corporation (NERC) and ERCOT compliance requirements must be met, and supporting evidence created, maintained and readily available. This position maintains a high-level awareness of developing and changing trends that impact Transmissions Planning activities.

Requirements

  • Bachelor of Science in Electrical Engineering is required.
  • Six or more years of experience in the planning, operation, maintenance and construction of substation and transmission facilities is required.
  • Demonstrated leadership skills which may include leading multiple engineers on one or more major projects, and/or driving the adoption of process improvements.
  • The job requires an overall understanding of the Company and the industry in order to deal with a variety of system-oriented assignments.
  • The incumbent must have good organizational skills to be able to handle several diverse assignments as well as manage a group of engineers.
  • The incumbent must have effective oral and written communication skills.
  • The incumbent must have the interpersonal skills to develop good working relationships.

Responsibilities

  • Manages activities that support Oncor’s transmission planning processes including, but not limited to, identifying transmission system reliability deficiencies, identify optimization opportunities, and developing transmission project solutions and Regional Planning Group submittals that meet or exceed NERC requirements and ERCOT’s Transmission Planning Criteria.
  • Manages activities that support interconnection of loads to the transmission system, including but not limited to, development of Large Load Interconnection Study (LLIS) reports.
  • Manages Transmission Planning’s input for coordinating the transmission project construction process. This includes coordinating with Oncor internal organizations to rank all projects (including Capital Maintenance Prioritization Committee (CMPC)), and perform integrated scoping activities to help ensure that projects are completed by their target date.
  • Monitors and engages in ERCOT Stakeholder activities of the Steady State Working Group (SSWG), Planning Work Group (PLWG) and Regional Planning Group (RPG), and provides analysis and insights about the impact of rule changes under consideration.
  • Continually drive improvements in the transmission planning process including adopting or creating tools that improve efficiency, ensure data accuracy, and support transmission planning objectives.
  • Collaborate with the Compliance team to ensure that all transmission system modeling and analysis meet NERC and ERCOT requirements.
  • Directs special studies such as Remedial Action Schemes analysis and recommendation, generation retirements, Electric Vehicle adoption, or any other planning study needs.
  • Coordinates with the Compliance Manager to ensure processes are followed and documentation produced as required by Regulatory Authorities such as the Federal Energy Regulatory Commission (FERC), Public Utility Commission of Texas (PUCT), NERC and Texas Reliability Entity (Texas RE) to satisfy regulatory reporting requirements and inquiries.
  • Develops and maintains collaborative working relationships with industry colleagues such as peer utility staff, ERCOT Staff and other ERCOT stakeholders’ staff, to effectively resolve issues of common need and interests.
