About The Position

The Manager I – Supply Chain supports ship repair, modernization, overhaul, and conversion projects through leadership of procurement activities, subcontract management, and material readiness. This position also functions as a Supply Chain Program Manager (SCPM) operating under the Director of Supply Chain. In this capacity, the SCPM assists in program‑level planning, performance monitoring, and compliance activities, while serving as the primary interface with Ships Management for subcontractor performance on the deck plate. The manager leads the Material Production Coordinators and ensures material availability in accordance with the Master Material Index to support production timelines.

Requirements

  • Typically Bachelor’s degree in Engineering, Technology, Supply Chain Management, or Operations.
  • Minimum of 8 years of directly applicable experience managing supply chain processes and personnel using integrated ERP systems.
  • Work experience considered in lieu of formal education.
  • Strong knowledge of ship repair or shipbuilding operations.
  • Demonstrated experience guiding supply chain activities through project and program management, planning, and quality processes.
  • Experience analyzing and mitigating risks related to contract terms and conditions, including long‑term agreement development and negotiation.
  • Proficiency with MS Office, with advanced skills in Excel.
  • Effective verbal and written communication skills and ability to build strong cross‑functional relationships.

Nice To Haves

  • MBA with an emphasis in Supply Chain Management.
  • Professional certifications such as APICS CSCP, ISM CPSM, or PMP.
  • Experience with FAR/DFARS compliance requirements applicable to government contractor purchasing

Responsibilities

  • Lead and supervise Material Production Coordinators, ensuring material coordination, kitting, staging, and availability in alignment with the Master Material Index and production milestones.
  • Assist the Director of Supply Chain in developing, maintaining, and executing supply chain strategies supporting ship repair programs, including demand forecasting, procurement planning, and risk identification.
  • Serve as the primary supply chain interface with Ships Management for overseeing subcontractor performance on the deck plate, ensuring quality, schedule adherence, and compliance with contractual requirements.
  • Support the Director of Supply Chain in communicating supply chain readiness, issues, risks, and performance to program and executive teams.
  • Contribute to the development and maintenance of the Supply Chain Program Plan (SCPP) and participate in integrated reviews.
  • Conduct Bill of Material analysis, costing, planning, and non‑labor cost development; support financial and estimating activities for ongoing and future projects.
  • Review requisitions for accuracy and compliance, monitor non‑labor performance metrics, and help develop cost models and program status updates.
  • Collaborate with proposal management, estimating, program management, engineering, planning, and production to interpret specifications and convert requirements into procurement strategies and material readiness plans.
  • Assist supply chain coordinators and analysts with sourcing, evaluation, negotiation, selection, and contractual management of subcontractors and material suppliers to ensure alignment with specifications, quality, budget, schedule, and earned value requirements.
  • Ensure subcontract documentation alignment with customer regulations, including FAR, DFARS, NAVSEA standards, and applicable commercial maritime requirements.
  • Participate in establishing supplier milestone objectives and support monitoring supplier performance to schedules and contractual specifications.
  • Drive continuous improvement initiatives focused on procurement efficiency, supplier reliability, subcontractor deck plate performance, and overall program material readiness.
