Play an integral role in supporting labor compliance and workforce administration activities across large-scale EPC construction projects. As a DBA Compliance Field Administrator, you will help ensure compliance with federal labor standards, prevailing wage requirements, certified payroll regulations, and project-specific compliance obligations on federally funded or federally assisted construction projects. You will work closely with construction leadership, subcontractors, payroll, HR, contracts, legal, and project controls teams to support compliant project execution while minimizing operational and contractual risk. This role is critical to maintaining workforce compliance, supporting government audit readiness, and ensuring alignment with federal labor regulations across all phases of construction. Purpose of the role You will be responsible for administering and supporting Davis-Bacon Act (DBA) compliance activities and related labor compliance processes across assigned EPC construction projects. The role supports project execution by ensuring certified payroll reporting, prevailing wage compliance, labor classifications, subcontractor compliance documentation, and workforce records are accurately maintained and aligned with federal, client, and company requirements. The DBA Compliance Field Administrator plays a key role in protecting the project from labor compliance risks that could result in back wage payments, financial penalties, withheld contract payments, or debarment from future federal work.

Requirements

  • Strong knowledge of federal labor compliance requirements within EPC, industrial construction, infrastructure, energy, or government-funded project environments.
  • University degree, technical diploma, or equivalent relevant experience in business administration, human resources, payroll administration, construction management, compliance, or a related discipline.
  • Typically 5+ years of relevant experience supporting labor compliance, certified payroll administration, DBA compliance, workforce administration, or construction project operations.
  • Strong understanding of Davis-Bacon Act requirements and prevailing wage compliance practices on federally funded construction projects.
  • Experience reviewing certified payroll reports, WH-347 forms, labor classifications, fringe benefit calculations, and subcontractor compliance documentation.
  • Familiarity with federal labor regulations including the Copeland Anti-Kickback Act, CWHSSA, and FAR/DFARS labor provisions.
  • Experience supporting EPC, LNG, oil & gas, power, infrastructure, DOE, military, transportation, public utility, or other federally funded construction projects.
  • Ability to interpret labor compliance requirements and apply them within fast-paced construction and field operations environments.
  • Strong analytical and problem-solving skills with the ability to identify discrepancies, assess risk, and recommend practical corrective actions.
  • Strong organizational skills with the ability to manage large volumes of payroll records, workforce documentation, and compliance reports.
  • Experience coordinating with subcontractors, payroll teams, HR, contracts, legal, and project leadership.
  • Proficiency with Microsoft Office applications and familiarity with certified payroll systems, compliance databases, and workforce tracking tools.
  • High attention to detail with the ability to maintain accurate and audit-ready documentation.
  • Strong interpersonal and communication skills with the ability to collaborate effectively across field and office-based teams.
  • Ability to work independently with minimal supervision while managing competing priorities and evolving project demands.

Responsibilities

  • Support administration of Davis-Bacon Act (DBA) compliance activities across federally funded or federally assisted EPC construction projects.
  • Review certified payroll reports, including WH-347 payroll forms, for accuracy, completeness, and compliance with prevailing wage requirements.
  • Verify worker classifications, wage rates, fringe benefit calculations, overtime requirements, and labor compliance documentation.
  • Monitor subcontractor compliance with federal labor standards and project-specific contractual obligations.
  • Coordinate subcontractor onboarding activities related to labor compliance requirements and certified payroll procedures.
  • Conduct payroll audits, workforce documentation reviews, and compliance tracking activities to identify discrepancies or potential noncompliance issues.
  • Support worker interviews, wage verification activities, and labor compliance investigations when required.
  • Assist with implementation and administration of compliance programs related to: Davis-Bacon Act, Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act (CWHSSA), FAR/DFARS labor compliance provisions.
  • Prepare and maintain audit-ready documentation for internal reviews, client audits, and U.S. Department of Labor inspections.
  • Interface daily with payroll, HR, contracts, legal, project controls, construction management, and subcontractor representatives to support compliant project execution.
  • Prepare labor compliance reports, workforce summaries, payroll tracking logs, and project compliance documentation.
  • Support prevailing wage determinations and coordination of union and non-union wage compliance activities.
  • Troubleshoot payroll, classification, or compliance-related issues and recommend practical solutions to support project continuity.
  • Maintain strong working knowledge of federal labor regulations, prevailing wage requirements, and EPC project compliance processes.
  • Provide guidance and support to field teams, subcontractors, and less experienced personnel regarding labor compliance procedures and expectations.
