About The Position

The Hampton-Newport News Community Services Board is seeking a Full-Time Homeless Services Manager in Hampton, VA. This leadership role is responsible for overseeing critical, life-sustaining homeless services programs that support adults and families with complex behavioral health and housing needs. In this role, you will supervise a team providing outreach, residential services, case management, and crisis intervention to individuals experiencing homelessness. You will oversee program operations, staff performance, grant reporting, budgeting, and service delivery while ensuring compliance with agency standards and funding requirements. Your day as a Homeless Services Manager As a Homeless Services Manager, you will oversee the daily operations of homeless outreach and residential programs serving individuals with mental illness, substance use disorders, and co-occurring conditions. You will supervise staff, ensure quality service delivery, manage program performance, and support individuals experiencing housing instability through coordinated care and system navigation.

Requirements

  • Bachelor's degree in Human Services or related field
  • Minimum of three (3) years of direct experience in homeless services
  • At least one (1) year of supervisory experience
  • Valid Virginia Driver's License
  • Thorough knowledge of homeless services, behavioral health, and case management practices
  • Strong understanding of Medicaid guidelines and service requirements
  • Knowledge of mental illness, substance use disorders, and co-occurring conditions
  • Ability to conduct assessments, service planning, and crisis intervention
  • Strong leadership skills with ability to supervise and develop staff
  • Ability to interpret policies, procedures, and program regulations
  • Strong communication, documentation, and reporting skills
  • Ability to build relationships with clients, staff, and community partners
  • Experience working with shelters, housing programs, and community resources
  • Ability to manage high caseload environments and prioritize competing demands

Responsibilities

  • Supervise and support homeless outreach and residential staff providing case management, crisis intervention, and housing services
  • Oversee client assessments, service planning, referrals, and coordination of care for individuals and families experiencing homelessness
  • Ensure service delivery includes outreach, counseling, medication support, daily living assistance, and housing stabilization
  • Manage caseload oversight (approximately 300 clients) and ensure continuity of care across service teams
  • Monitor program performance, compliance, and service quality in accordance with agency and funding requirements
  • Prepare grant reports, program reports, and compliance documentation for internal and external stakeholders
  • Assist with budget development, financial monitoring, and oversight of program expenditures
  • Coordinate services with community partners including shelters, hospitals, law enforcement, and behavioral health providers
  • Participate in staff hiring, training, supervision, and performance evaluation
  • Develop, recommend, and implement program improvements, policies, and procedures
  • Respond to complex client situations and provide clinical and operational support to staff
  • Ensure adherence to Medicaid, housing, and behavioral health service requirements
