About The Position

In this role as a Safety Manager, you will be responsible for leading a team of direct and indirect reports including Safety Representatives, Competent Persons, and Administrative staff that support the safe execution of shipyard repair and production activities in accordance with the corporate safety policy and all federal, state, and local regulations. This position requires a strong understanding of OSHA regulations, consensus standards, and experience in manufacturing or a shipyard environment. The role involves overseeing accident prevention programs, conducting inspections, maintaining relationships with government counterparts, and ensuring compliance with all applicable regulations and customer requirements. You will also be responsible for training, reporting, and promoting a culture of compliance throughout the organization.

Requirements

Bachelor’s degree in an engineering science, Health & Safety and/or environmental fields is desired.
Proficient in OSHA regulations, consensus standards.
Eight (8) years’ related experience in an industrial setting.
Experience working in manufacturing or a shipyard environment.
Familiarity with NAVSEA standards.
Certified Safety Professional (CSP) or able to obtain within 2 months of hire.
Current certifications in First Aid, CPR, OSHA, 30-hour Maritime Safety and Industry Standards plus familiarity with 29 CFR Part 1915 highly desirable.
Familiarity with the concepts of Serious Injury and Fatality programs.
Knowledgeable in Safety & Health management systems such as ISO 45001.
Root cause analysis software experience.
Standing 30% of the time; sitting 30% of the time; walking 40% of the time.
Must be able to lift and carry 10 pounds approximately 5% of the work day.
Hazards and dangers normal for shipbuilding environment. Noise, heat, dust, and fumes normal for shipbuilding environment.
Full discretionary authority to assign work at a local level.
Full discretionary authority to correct and discipline, recommend pay increase, transfers, promotions, discharges, and process grievances at a local level.
18 years of age or older at time of application.
Able to provide proof of US Person Status.
No felony convictions of Theft/Deception or Violent crimes within seven years from disposition date.
No felony convictions of Drug crimes within three years from disposition date.
Willing to submit to a drug screen.
Willing to submit to a background check.
Must have a valid drivers license and ability to be placed on company vehicle insurance.
Must be able to tour all vessels and work sites.
While performing the duties of this job, the employee is regularly required to stand, walk, use hands to manipulate, handle, or feel, reach with hands and arms, climb and balance, stoop, kneel, crouch, or crawl, and talk or hear.
The employee is occasionally required to sit.
Must have the ability, bend, squat, stoop, crawl, and kneel.
Perform prolonged standing.
Ability to turn head from side to side and about the vertical axis.
Ability to turn body at the waist from side to side and about the vertical axis.
Must have the ability to climb in an unrestrained safe manner (climbing as a minimum includes stairs, scaffolding, ladders, and ramps).
Ability to work at heights above 12’ while working from ladders, scaffolding and/or man lifts.
Able to work at a variety of levels (ex. waist, eye, overhead).
Demonstrate good balance while working on uneven surfaces and maneuvering obstacles.
Possess sufficient handgrip and coordination to carry and operate tools and equipment.
Ability to utilize personal protective equipment (hard hat, safety glasses, steel-toes shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards.
Ability to withstand cold and hot temperatures.
Ability to enter 18” x 36” openings and work in confined spaces for prolonged periods of time.
Able to respond to verbal and audible sounds/commands.
Able to utilize adequate visual skills.
Ability to fully extend the arm while reaching overhead, reaching out, reaching to the side and reaching down.
Ability to perceive attributes of an object/material such as size, shape, temperature and texture by means of receptors in the hands and fingers.

Responsibilities

Leading a team of direct and indirect reports including Safety Representatives, Competent Persons, and Administrative staff.
Supporting the safe execution of shipyard repair and production activities in accordance with the corporate safety policy and all federal, state, and local regulations.
Maintaining and updating San Diego Safety procedures.
Maintaining and updating SDS data collection for San Diego.
Overseeing development, recommendation, and implementation of general accident preventive programs to include specific protective procedures and devices.
Overseeing schedule and carrying out periodic safety inspections at the Austal USA site and Naval Base's Safety.
Maintaining a working relationship with the local fire department and government counterparts.
Maintaining a successful fire watch program for all ships requiring hot work permits.
Acting as Incident Command (IC) Safety Officer (SOFR).
Overseeing reviewing all accident and incident reports and recommending corrective action to eliminate reoccurrence.
Ensuring compliance with all applicable federal and state regulations, consensus standards, and customer requirements.
Overseeing reviewing all reports submitted by authorized governmental agencies and taking necessary actions on those reports.
Overseeing maintaining adequate records for statistical measurements and developing performance reports.
Ensuring that reporting conforms to all standard practices of the safety industries and government regulations.
Overseeing coordination and conducting supervisory and other production safety training programs.
Advising management periodically on the status of the safety program and new safety techniques.
Overseeing maintaining contacts with counterparts in other companies and representing the company in national and local safety activities and organizations.
Acting as a Compliance Champion for the organization and working to promote a culture of compliance throughout the organization.
Monitoring for changes in, and making recommendations for improvements to comply with laws, rules, regulations, and policies that govern business activities in your department or subject area.
Assisting in compliance risk assessments and risk reporting in accordance with the Company’s risk assessment program.
Developing, providing, and documenting compliance training, as applicable.
Compliance monitoring, surveillance, and auditing efforts, and assisting in investigations of suspected compliance violations.
Conducting health, safety, and environmental workplace investigations.
Conducting and attending Internal and External customer meetings.
