About The Position

In this role as a Safety Manager, you will be responsible for leading a team of direct and indirect reports including Safety Representatives, Competent Persons, and Administrative staff that support the safe execution of shipyard repair and production activities in accordance with the corporate safety policy and all federal, state, and local regulations. You will be responsible for maintaining and updating San Diego Safety procedures and SDS data collection. This role oversees the development, recommendation, and implementation of general accident preventive programs, including specific protective procedures and devices. You will oversee schedule and carry out periodic safety inspections at the Austal USA site and Naval Base's Safety. You will maintain a working relationship with the local fire department and government counterparts, and maintain a successful fire watch program for all ships requiring hot work permits. You will act as Incident Command (IC) Safety Officer (SOFR), oversee the review of all accident and incident reports, and recommend corrective action to eliminate reoccurrence. You will ensure compliance with all applicable federal and state regulations, consensus standards, and customer requirements. You will oversee the review of all reports submitted by authorized governmental agencies and take necessary actions. You will oversee maintaining adequate records for statistical measurements and develop performance reports, ensuring that reporting conforms to all standard practices of the safety industries and government regulations. You will oversee coordination and conduct supervisory and other production safety training programs. You will advise management periodically on the status of the safety program and new safety techniques. You will oversee maintaining contacts with counterparts in other companies and represent the company in national and local safety activities and organizations. You must be familiar with Occupational Safety and Health Administration (OSHA), state, and federal standards, follow OSHA and government standards, and file reports required by these organizations. You must also have an understanding of CalOSHA Act as a Compliance Champion for the organization and work to promote a culture of compliance. This includes monitoring for changes in, and making recommendations for improvements to comply with laws, rules, regulations, and policies that govern business activities. You will assist in compliance risk assessments and risk reporting, develop, provide, and document compliance training, and conduct compliance monitoring, surveillance, and auditing efforts. You will also assist in investigations of suspected compliance violations and conduct health, safety, and environmental workplace investigations. Additionally, you will conduct and attend Internal and External customer meetings.

Requirements

Bachelor’s degree in an engineering science, Health & Safety and/or environmental fields is desired
Proficient in OSHA regulations, consensus standards
Eight (8)years’ related experience in an industrial setting
Experience working in manufacturing or a shipyard environment
Familiarity with NAVSEA standards
Certified Safety Professional (CSP) or able to obtain within 2 months of hire
Current certifications in First Aid, CPR, OSHA, 30-hour Maritime Safety and Industry Standards plus familiarity with 29 CFR Part 1915 highly desirable
Familiarity with the concepts of Serious Injury and Fatality programs
Knowledgeable in Safety & Health management systems such as ISO 45001
Root cause analysis software experience
Must be able to tour all vessels and work sites
Must be able to lift and carry 10 pounds approximately 5% of the work day
Must be able to bend, squat, stoop, crawl, and kneel
Perform prolonged standing
Ability to turn head from side to side and about the vertical axis
Ability to turn body at the waist from side to side and about the vertical axis
Must have the ability to climb in an unrestrained safe manner (climbing as a minimum includes stairs, scaffolding, ladders, and ramps)
Ability to work at heights above 12’ while working from ladders, scaffolding and/or man lifts
Able to work at a variety of levels (ex. waist, eye, overhead)
Demonstrate good balance while working on uneven surfaces and maneuvering obstacles
Possess sufficient handgrip and coordination to carry and operate tools and equipment
Ability to utilize personal protective equipment (hard hat, safety glasses, steel-toes shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards
Ability to withstand cold and hot temperatures
Ability to enter 18” x 36” openings and work in confined spaces for prolonged periods of time
Able to respond to verbal and audible sounds/commands
Able to utilize adequate visual skills
Ability to fully extend the arm while reaching overhead, reaching out, reaching to the side and reaching down
Ability to perceive attributes of an object/material such as size, shape, temperature and texture by means of receptors in the hands and fingers
18 years of age or older at time of application
Able to provide proof of US Person Status
No felony convictions of Theft/Deception or Violent crimes within seven years from disposition date
No felony convictions of Drug crimes within three years from disposition date
Willing to submit to a drug screen
Willing to submit to a background check
Must have a valid drivers license and ability to be placed on company vehicle insurance
