About The Position

This position is responsible for the management and administration of Employee and Contractor Safety within the Texas Gas Region and Enterprise Safety compliance programs. As a Safety Manager, you will work with operations and other Company stakeholders to integrate safety programs and initiatives into the operating strategies of the Company. You will also, promote a culture of safety across the organization, develop, implement, and review policies and programs, support the implementation of corrective and hazard mitigation actions, and work to establish a safe work place in compliance with applicable federal and state laws and regulations.

Requirements

  • Requires either a bachelor’s degree in safety or related technical field (Safety Industrial Relations, Industrial Engineering (Safety), Science, Business or Behavioral Sciences from an accredited college or university. In lieu of a degree the position requires a minimum of ten years in the electric/gas energy delivery field with documented experience managing personnel and safety practices.
  • Requires a minimum of ten (10) years of progressive working experience in an Electric/Gas utility or related industry, with at least seven (7) of those years in safety, training, or risk management.
  • Requires a minimum of three (3) years’ experience acting as a lead or in a supervisory position.
  • Able to apply knowledge of industry and company safety standards and regulations.
  • Ability to conduct training and make presentations at all levels of the organization, as necessary.
  • Able to show working knowledge of current and proposed Federal, State, and Local safety regulations including by not limited to Electric Transmission and Distribution standards and regulations.
  • Able to demonstrate strong management skills including ability to coach and develop employees, instill customer and quality focus throughout the organization, build a strong employee team and maintain a teamwork environment.
  • Able to work in an office environment and in outside field locations, including able to tolerate exposure to all weather conditions; hot, dirty and/or greasy equipment and noise.
  • Able to work in fast-paced environment with a high volume workload and frequent, short deadlines that may require more than a 40 hour work week to meet established deadlines, including working nights or weekends as required.
  • Able to work 16-hour days for extended periods of time during emergency operations (AHOP).
  • Able to demonstrate the manual dexterity to operate a personal computer effectively.
  • Able to view a personal computer monitor or laptop screen, sit, stand or walk for long periods of time.
  • Able to operate and knowledgeable of office equipment and software needed to effectively work in this position (Personal computer, mobile phone, printer/copier, Outlook, Word, Excel, PowerPoint, Teams, etc)
  • Able to operate a motor vehicle.
  • Able to exert up to ten (10) pounds of force occasionally, and/or a minimal amount of force frequently to lift, carry, push, pull, or otherwise move objects.

  • Preferred Experience: FMCSA/DOT Compliance, DOT/PHMSA Drug and Alcohol Testing Compliance, Industrial Hygiene, Safety Specialist or Safety Leader in Oil and Gas or a Utility, Leadership
  • Preferred Skills: Project Management, Program Management, Communications, Data Analysis, Problem Solving

Responsibilities

  • Provide technical leadership and functional guidance to team members.
  • Provide oversight and assurance for the completion of departmental projects and initiatives.
  • Plan, implement, and maintain safety programs and procedures in compliance with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations for utilities.
  • Analyze safety and compliance data to identify, develop, and implement actions.
  • Drive our safety strategy and focus on Serious Injury and Fatality (SIF) prevention and promote learning events to achieve operational excellence.
  • Work with operations leaders and other stakeholders to identify and support appropriate safety improvement actions.
  • Promote a culture of service, solutions, and continuous improvement within the Safety organization.
  • Collaborate with members of the Enterprise Safety team to maintain consistency, support, and delivery of safety and health processes.
  • Direct, develop, and manage the Texas Gas Safety and Compliance team members.
  • Responsible for the Safety review and approval of tools, materials, procedures, standards and protective equipment.
  • Continue professional development by attending industry conferences and benchmarking with peer utilities and contract partners.
  • Oversee compliance activities associated with DOT and PHMSA Drug and Alcohol testing.
