About The Position

Reporting to the Director, Fleet Business Management, the Manager Fleet Safety & Compliance manages the City of Toronto’s Fleet Safety, Training and Compliance Unit, including all associated programs, staffing, budgets and the development, training oversight and compliance of City vehicle and equipment operators.

Requirements

• Post-secondary education in a professional discipline pertinent to the job function, combined with extensive Safety and Training program management experience within a large scale operation in the fleet, equipment or related industry, or the equivalent combination of education and/or relevant experience.
• Extensive management level experience in a large organization which includes reviewing business processes, identifying and implementing improvements to service efficiency, cost and customer service delivery; including developing key performance indicators and measures for use at management and operational levels.
• Extensive experience applying relevant practices and principles of financial management, combined with the associated development and management of budgets and forecasting.
• Extensive experience in the areas of Behaviour Based Safety Practices, Curriculum Development and Training and the development and delivery of presentations.
• Extensive experience applying the Highway Traffic Act, vehicle and equipment regulations, combined with successfully managing a Commercial Vehicle Operator’s Registration program,
• Certification and/or considerable experience in Motor Vehicle Collision Investigation and Defensive Driving.
• Considerable experience in project coordination and management.
• Considerable experience using Microsoft Word, Excel and PowerPoint.
• Possess a valid Ontario Class “G” Driver’s License, or greater, with the ability to obtain a City Driver’s Permit upon employment.
• Advanced oral and written communications skills and demonstrated ability in dealing effectively with diverse stakeholders and staff at all levels of the organization.
• Demonstrated ability to operate as a fully accountable program leader, able to identify needs and initiate, coordinate and manage the implementation of solutions in response to divisional issues.
• Proven ability to influence and build collaborative relationships across a broad spectrum of stakeholders both internal and external to the organization.
• Political acumen and insight, including the ability to negotiate and achieve consensus among parties having different objectives.
• Sound judgement and ability to handle matters of a confidential/sensitive nature as it relates to Council, other staff, management and unionized employees.
• Advanced knowledge of the Occupational Health and Safety Act and Regulations and the Canada Labour Code as it applies to the delivery and management of fleet safety and compliance and associated functions. Knowledge of applicable City of Toronto collective agreements would be considered an asset.
• Advanced skills in problem solving, strategic thinking, planning and organization.
• Ability to lead and motivate staff to achieve the objectives of the division.

Responsibilities

• Develops and implements detailed plans and recommends policies regarding program specific requirements
• Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high organizational performance, continuous learning and innovation
• Manages the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and administers or recommends disciplinary action when necessary
• Develops, recommends and administers the annual budget for the section and ensures that the unit’s expenditures, operations and staffing are controlled and maintained within approved budget limitations
• Manages all Safety and Training requirements and related operations for the Division and its user agencies. Provides guidance to divisional management and ensures Division's requirements comply with all applicable guidelines and regulations
• Determines and develops contracted services requirements and manages contracted services to ensure quality, customer satisfaction and that the cost and service levels meet stated terms and contractual expectations
• Manages the development and implementation of detailed plans and programs. Recommends and implements policies and procedures regarding program specific requirements that drive improvements and meet the City strategic direction as well as OHSA, Bill C-45 , Ministry of Transportation, and all Federal, Provincial and Municipal requirements
• Supports and provides advice on the Divisional business plan and monitors its implementation to identify issues and recommend actions as needed to support successful implementation
• Negotiates and develops service level agreements with clients, monitors implementation and works with clients to resolve issues
• Identifies, develops and reports on Divisional key performance indicators and methodologies to measure and monitor goals and objectives, both financial and operational
• Ensures the City of Toronto, vehicles/equipment operating Divisions have trained, tested, certified and compliant driver/equipment operators
• Develops and manages the City of Toronto’s Commercial Vehicle Operator’s Registration (CVOR) Program to ensure compliance with federal and provincial requirements
• Liaises with and provides senior level consultation to the Senior Management Team, Legal, Corporate Health & Safety, Labour Relations, Risk Management, Employee Unions, and division heads on all issues of corporate compliance pertaining to corporate vehicle driver performance and fleet safety under the CVOR, Highway Traffic Act regulations and City of Toronto driving policy
• Investigates all critical injury collisions involving City of Toronto vehicles/equipment and makes recommendations for remedial action
• Manages/Chairs the Collision Review Committee and the Corporate Permit Review Committee (PRC) that deals with drivers that have met action levels within the Fleet Safety Policy, and provincial legislation
• Consults with Labour Relations, labour unions and divisional heads and managers regarding driver discipline, corrective action and driving privilege loss and driver enhancement and promotion.
• Manages and is responsible for issuing, suspending and re-instating City driver’s privileges
• Prepares comprehensive reports and briefing documents, visual presentations and speaking notes, as required
• Maintains a thorough and current knowledge of relevant legislation and changes as well as corporate and divisional issues and initiatives
• Participates on various Committees and Task Forces as a Divisional representative
• Participates in Fleet industry events, especially those focused on Fleet Safety, Compliance and Training
