The Financial Crime Risk Management (FCRM) Enterprise Testing function operates within the second line of defense at TD Bank Group and is responsible for providing independent, risk‑focused testing of Anti‑Money Laundering (AML), Anti‑Terrorist Financing (ATF), Sanctions, and Anti‑Bribery/Anti‑Corruption (ABAC) controls across the enterprise. The FCRM Testing Quality Assurance (QA) function provides independent oversight of testing execution to ensure consistency, quality, and adherence to the FCRM Monitoring & Testing (M&T) Standard and supporting procedures. The Manager, FCRM Testing - Quality Assurance (QA) is responsible for leading the execution of QA reviews of FCRM Testing engagements. The role provides oversight and approval of QA work reviews, delivers constructive feedback to drive consistency and quality, and supports the delivery of high-quality, defensible testing outcomes across FCRM Testing. This position reports to a Senior Manager and is expected to influence outcomes through effective challenge, stakeholder partnership, and strong subject matter expertise. This position supports QA reviews of testing activities for key FCRM controls and processes within TD’s Financial Intelligence Unit (FIU), including (but not limited to) teams responsible for transaction monitoring, high-risk investigations, regulatory reporting, demarkets, and sanctions operations.
