About The Position

The City of Toronto is seeking a Manager, Facilities Management to lead a multidisciplinary team of unionized and non-unionized staff responsible for the operation, maintenance, and service delivery of its extensive network of recreation centres, arenas, pools, and community facilities. This role offers the opportunity to lead complex operations, build high-performing teams, and make a significant impact on community services. Reporting to the Director, Facilities Operations Parks & Recreation, the Manager will provide strategic and operational leadership for a broad portfolio of facilities, ensuring they are safe, welcoming, accessible, and well-maintained. Responsibilities include overseeing facility operations, maintenance and repairs, operating budgets, procurement, contract management, capital project support, and the development of operational plans, policies, and procedures. The role involves leading Supervisors and frontline staff, fostering a culture of accountability and service excellence, and supporting workforce planning and employee development.

Requirements

  • Post-secondary education in a related discipline.
  • Significant leadership experience in facility management, operations, or a comparable environment.

Responsibilities

  • Provide strategic and operational leadership for a broad portfolio of facilities.
  • Ensure facilities are safe, welcoming, accessible, and well maintained.
  • Oversee facility operations, maintenance, and repairs through a team of Supervisors and frontline staff.
  • Manage operating budgets.
  • Oversee procurement and contract management.
  • Support capital project planning and execution.
  • Develop and implement operational plans, policies, and procedures.
  • Provide leadership and direction to Supervisors and staff in managing day-to-day operations.
  • Balance competing priorities and respond to emerging operational challenges.
  • Foster a culture of accountability, collaboration, and service excellence.
  • Support workforce planning, employee development, and continuous improvement.
  • Lead operating budget development and administration.
  • Oversee procurement and contract activities.
  • Support the planning and execution of facility renewal and capital improvement projects.
  • Work closely with internal partners, community stakeholders, elected officials, vendors, and regulatory agencies.
  • Manage recruitment, employee development, performance management, and labour relations activities.
  • Ensure compliance with collective agreements, health and safety legislation, and organizational policies.
  • Represent the division on projects, committees, and strategic initiatives.
  • Prepare reports and recommendations to support informed decision-making.
