This role is responsible for executing the processes’ $50 million Capital Improvement Plan and the $200,000 operations and maintenance budget for the design, bidding, and construction of transmission water mains. This includes managing maintenance and repair during catastrophic failure and overseeing the company’s main replacement and rehabilitation program (MRRP). The MRRP involves installing cathodic protection on existing water mains and replacing public and private lead services in the distribution system. The position also involves reviewing agency project plans for conflicts with water facilities, ensuring agency projects do not negatively impact Louisville Water’s infrastructure, and initiating relocation projects if conflicts arise. Collaboration with Infrastructure Planning & Hydraulics to assess betterment benefits, designing water main relocation plans, and managing projects through closeout are key aspects. The role ensures compliance with policies and procedures for plans, specifications, quote solicitation, advertisements, and contract awards, and verifies that project plans and specifications meet drafting and inspection documentation requirements for proper infrastructure installation. Additionally, the position serves as a liaison with customers, public information processes, other utility companies, and government agencies for coordination and communication on company projects, assessing the economic and structural impact of non-company projects on Louisville Water facilities. Effective coordination of resources (employees, contractors, consultants) is required to manage projects, address customer needs, and resolve problems. Collaboration with contractors and vendors to develop project specifications, development of tools for data tracking and progress reporting, and composition of written correspondence and reports are also part of the responsibilities. The role involves addressing and resolving customer complaints and conflicts, maintaining knowledge of safety regulations (OSHA) and company policies, and utilizing Project Tracker for record-keeping related to the Kentucky Division of Water’s Project Review Agreed Order. The position requires delegating work tasks, reviewing projects for potential conflicts, and coordinating information with various stakeholders. It is responsible for meeting process goals, developing work instructions and productivity measurement systems, and implementing process and operational improvements aligned with company strategic objectives and customer satisfaction. Coaching, counseling, scheduling, and evaluating process employees, ensuring their training, technical competence, and performance expectations are met, are also key duties.
