Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC), we coordinate and manage federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.? Under the leadership of the Director, Continuum of Care (CoC), the Domestic Violence (DV) System Alignment Manager will manage all systems alignment initiatives between the network of victim service providers and the Coordinated Entry System (CES). This position will plan, develop, implement, and oversee the alignment of domestic violence, human trafficking, sexual assault, and stalking services with the three branches (adults, families, youth) of CES throughout LA County. The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.

Requirements

  • A minimum of three (3) years' experience working in a similar role or with management experience.
  • Experience working with homeless services providers or Continuums of Care (CoCs) is highly desirable.
  • Any combination of extensive and applicable work experience and educational credentials
  • A valid California Class C driver's license is required at the time of hire.
  • Employees must have a good driving record for a minimum of three (3) years.

  • Proof of residency may be requested as part of the onboarding process to ensure compliance with organizational and operational requirements.

  • Knowledge of complex, public systems of care for domestic violence, human trafficking, sexual assault, stalking, and homeless populations, including mainstream resources.
  • Knowledge of relevant research on domestic violence, human trafficking, sexual assault, stalking and homelessness and evidence-based practices for population-appropriate interventions, including state and federal policy.
  • Knowledge of the Coordinated Entry System, including the population-specific design, resources available, and relevant local policies.

  • Proficient with standard business technology and software used to track work, manage information and communicate with staff or stakeholders, including Teams, Zoom, and Microsoft Suite (MS Word, Excel).

Responsibilities

  • Provide overall strategic vision and management for system improvements to LAHSA and external stakeholders regarding alignment of resources to reduce homelessness amongst the population experiencing domestic violence, human trafficking, sexual assault, and stalking.
  • Develop and maintain relationships with system partners, including but not limited to other funders of domestic violence and human trafficking services such as the LA County Department of Public Health and the City of LA Community Investment for Families Department.
  • Represent LAHSA by providing leadership in, and serving on, formal domestic violence-focused coordination bodies and workgroups, including but not limited to the DV-Homeless Services Coalition (DVHSC), the LA County DV Council, the City of LA DV Alliance, and the LA County Office of Violence Prevention Leadership Committee.
  • Report on work and progress of domestic violence, human trafficking, and sexual assault initiatives and relevant outcomes and data.
  • In coordination with the Policy and Legislative Affairs Division, drive and manage research and advocacy efforts in alignment with the nexus of domestic violence and homelessness and including but not limited to other types of violence such as human trafficking, sexual assault, and stalking.
  • In coordination with the Interim and Permanent Housing Departments, serve as the subject matter expert to advise on the development and implementation of relevant programs and procedures, including but not limited to the countywide Domestic Violence/Intimate Partner Violence- specific programs.
  • Ensure best practices to support domestic violence service, human trafficking, and sexual assault providers and survivors are included in training material offered by LAHSA.
  • Assist in the yearly HUD Notice for Funding Opportunities to identify programs that would benefit the continuum and assist in data gathering and grant writing.
  • Continue to provide enhancements and improvements to any data tools, systems, or databases used specifically for DV alignment work.
  • Continue to implement and expand the Violence Against Women Act Interim Emergency Transfer Plan, including overseeing any policy updates, and streamlining the transfer plans with neighboring CoCs, Public Housing Agencies, and other County Departments.
  • Prepare periodic reports for executive management, as necessary or requested, to track the accomplishment of strategic goals and evaluate work performed.
  • Manage the scope of the work of the countywide SPA domestic violence system navigators.
  • Oversee day to day operations across assigned team.
  • Maintains an active, hands-on role in project lifecycles, ensuring high-level oversight without losing engagement in execution and finalization.
  • Ensure compliance with agency mandates, policies, procedures, contractual obligations, and applicable operational standards.
  • Monitor and evaluate key performance indicators for the assigned team using data-driven metrics, reports, and outcome measures.
  • Foster a collaborative, inclusive, accountable, and high-performance team.
  • Oversee workforce onboarding, training, knowledge transfer, and professional development activities.
  • Coach, mentor, and support staff by setting clear expectations, balancing workloads, and providing timely feedback.
  • Address personnel matters, including performance improvement, disciplinary actions, workload concerns, and conflict resolution, in accordance with agency HR policies and while working with the Director of the Department.
  • Represent LAHSA in designated public spaces as required by the Director, Deputy Chief, or Chief Program Officer.
  • Report the status of projects within the scope of their team directly to their Associate Director or executive management, as aligned with the department structure and cross-department workflows necessary to complete projects.
  • Support the development and updates of procedural documents, tools, and guides for their team.
  • Prepare reports, communications, presentations, and other work products for the department as directed.
  • Create operational workflows to minimize detrimental timing impacts to homeless service providers, people experiencing homelessness, governing bodies, internal departments, and other stakeholders as directed.
  • Other duties as assigned.
