About The Position

The World Bank Group (WBG) Treasury is responsible for performing treasury functions for IBRD, IDA, and IFC, managing approximately $300 billion in assets, leading financing programs, conducting asset and liability management, overseeing financing and hedging products for developing-country clients, and collaborating with member countries to build their financial market capacity. The Capital Markets (TRECM or CMD) department acts as the interface between the World Bank’s financial services to borrowing clients and the international capital markets. CMD is responsible for managing the funding of IBRD and IDA, issuing approximately $110-120 billion of bonds annually, and advising clients on financial products. The CMDDO team, within CMD, is specifically responsible for the issuance of financial instruments to raise long-term and short-term funding for IBRD and IDA, prioritizing market access, cost-effectiveness, and diversification. The team manages various funding programs, including short-term discount notes and bills, and provides advisory services to clients for their bond funding programs. The CMDDO team collaborates with Investor Relations for investor communication and manages relationships with financial counterparties to maintain the World Bank's reputation in the capital markets. The Manager of CMDDO will lead the group of funding team professionals, reporting to the Director of Capital Markets & Investments (CMD), and will be responsible for developing and executing the team's business strategy, ensuring high-quality work, managing staff, and representing CMD and TRE in various initiatives and discussions.

Requirements

  • Master’s degree or higher in Finance, Economics, Business, Legal or a quantitative field with a minimum of 15-years’ experience.
  • A minimum of 15-years of extensive and direct experience in MDB capital markets funding and related derivatives markets.
  • Strong leadership skills with proven, 15 or more-year track record of leading or helping build highly functioning teams with demonstrated ability to coach and mentor staff, manage programs with strategic vision and managing complex projects that involve multiple stakeholders and contributors.
  • Excellent communication skills, both verbally and written, that support the leadership of people and complex situations.
  • Outstanding interpersonal skills, including the ability to achieve goals through collaboration.
  • Strong analytical skills with a disciplined approach to problem solving.
  • Sound business judgment and confidence of convictions as they relate to funding decisions.
  • Hands-on experience working with key internal stakeholders, such as Risk Management and Accounting groups, to ensure funding activities conform or help expand the operating and governing environment.
  • Creative and adaptive thinker, who is pro-active and independent, with demonstrated initiative and drive to sponsor and follow through with ideas and projects that lead to the Bank’s long term benefits in market access and ease of funding execution.

  • Thorough and experienced understanding of IBRD and IDA’s balance sheet, related policies in each institution, financial capacity income dynamics, lending products and risk management approaches.

Responsibilities

  • Organizes itself in a manner that allows close coverage of a variety of market sectors around the globe to keep abreast and better predict ideal transactional timing.
  • Through expert and ongoing management of counterparty relations, the team seeks to always be the ‘first call’ by market counterparties presenting new ideas or opportunities.
  • Leads or actively participates in policy, guideline, and process changes (and in creation of new ones) that have impact on the access to capital markets funding, costs of borrowing, size and maturity of borrowing program, and potential changes to market access.
  • Takes active part in the management of CMD as a whole as a member of CMD’s leadership team focused on maintaining and enhancing the department’s reputation for excellence in its delivery of work program and for its people.
  • In close collaboration with the relevant teams, develops, assesses, and reports certain analytics for the funding program, including forecasts on funding cost and changes to market access.
  • Leads or actively participates in reputational risk discussions and policies regarding financial operations in the capital markets as these could potentially impact the World Bank’s market access.
  • Develops, in close coordination with other units in the Finance Partner VPUs, new capital markets funding products that provide financial value or enhancements in reputation to IBRD and IDA.
  • Maintains and further develops robust trade execution processes that sustain highest possible level of operational and reputational risk controls while maintaining flexibility needed to efficiently respond to market opportunities valuable to the Bank and its clients.
  • Represents TRE in forums outside of TRE and provides necessary analytics when broader capital markets funding topics are considered, including assisting with technical discussions with the Bank’s shareholders, senior management, rating agencies and other internal or external stakeholders.
  • Reports to the Director Capital Markets and Investments (CMD) and leads CMDDO to successfully support the funding activities for IBRD and IDA.
  • Works closely with CMD’s management team to develop, plan, oversee, and execute CMDDO's business strategy and work program. Ensures delivery of high-quality work through the cost-effective use of resources.
  • Ensures staff understanding of Treasury's business and its alignment with the WBG's mission and objectives.
  • Manages thought leadership and world class execution of bond financings in close collaboration and coordination with the other capital markets units in CMD and TRE. Represents CMD and TRE across the Bank on relevant IBRD and IDA capital markets funding related initiatives and discussions.
  • Represents and promotes the World Bank Group brands in events, conferences and meetings with investors and counterparties around in the world, in partnership with the CMDFU and CMDIS groups.
  • Develops and recruits a team that is resilient, technically excellent, responsive, and high functioning. Keeps abreast of market developments in the unit’s areas of expertise and helps staff enhance expertise in line with advances in theory and market practices.
  • Has people management and development responsibility for the CMDDO team. This includes creating an enabling environment for experts, fostering professional development, and nurturing career growth and mobility.
