About The Position

The Maryland Transit Administration (MTA) is seeking a Manager, Construction Contracting (DOT Procurement Manager I) to join the Office of Contract Development and Control. This role is a supervisory position responsible for the procurement of transportation-related equipment, services, construction materials, supplies, and information technology through competitive and negotiated processes. The position involves soliciting, evaluating, negotiating, and awarding contracts in compliance with governmental procurement laws and regulations. Employees in this classification supervise lower-level DOT Procurement Officers and contractors, and may develop and administer complex transportation procurement contracts. They provide technical interpretation, instruction, guidance, and assistance. The current vacancy is located in Baltimore, Maryland, with hybrid telework schedules available.

Requirements

  • A Bachelor's degree from an accredited college or university.
  • Four years of professional public sector procurement, or private sector contracting experience, which includes activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professional certification or procurement business operations.
  • Possession of a motor vehicle operator's license valid in the State of Maryland may be required for certain duties.

Responsibilities

  • Supervise lower-level DOT Procurement Officers and contractors.
  • Solicit, evaluate, negotiate, and award contracts in compliance with governmental procurement laws/regulations/conditions.
  • Develop and administer complex/multi-phase transportation procurement contracts.
  • Provide technical interpretation, instruction, guidance, and assistance in accordance with State laws and regulations.
  • Procure transportation-related equipment (buses, rail, port vessels, etc.), services, construction materials/services, supplies, and information technology equipment/services.
