About The Position

The Conflict Transformation Works (CTW) Manager provides strategic leadership and oversight for all CTW programs and activities in support of the department’s mission: to bring people together through proven restorative practices that transform conflict, repair harm, and strengthen relationships. This position leads the planning, development, implementation, and evaluation of mediation, restorative justice, and conflict transformation programs, services, special projects, and community outreach efforts. The CTW Manager develops and administers program policies and procedures; identifies and integrates best practices in mediation, restorative justice, trauma-informed practice, accessibility, and inclusion; and provides guidance on conflict-related issues across City departments and within the community. The CTW Manager collaborates closely with City staff, neighborhood residents, community leaders, nonprofit organizations, schools, law enforcement agencies, courts, and other internal and external partners. This role builds and maintains trusted relationships with historically marginalized communities, elected officials, regional partners, and stakeholders to expand restorative approaches to conflict and harm and support healthy, vibrant communities.

Requirements

  • Extensive knowledge of and experience in mediation, restorative justice, restorative practices, conflict transformation, and group facilitation.
  • Strong facilitation skills for mediations, restorative conferences, group dialogue, trainings, public meetings, and community engagement activities.
  • Knowledge of trauma-informed practices and approaches to conflict de-escalation and relationship repair.
  • Ability to lead collaboratively and foster an inclusive, supportive, and empowering team environment.
  • Excellent interpersonal, written, and verbal communication skills, including the ability to communicate complex or sensitive information to diverse audiences.
  • Experience successfully navigating conflict and de-escalating emotionally charged situations.
  • Knowledge of Colorado Mediator Standards of Colorado Restorative Justice Practitioner Guidelines.
  • Ability to work independently, exercise sound judgment, and manage competing priorities in a dynamic environment.
  • Knowledge of organizational development, program management, budgeting, and strategic planning principles.
  • Understanding of relevant federal, state, and local regulations, policies, and reporting requirements.
  • Ability to develop and implement effective communication, outreach, and community engagement strategies.
  • Demonstrated commitment to equity, diversity, inclusion, accessibility, and belonging principles.
  • Experience incorporating the perspectives and needs of historically underrepresented and marginalized communities into decision-making processes and program design.
  • Ability to effectively manage multiple projects, priorities, deadlines, and partnerships simultaneously.
  • Ability to build and maintain strong professional relationships with community members, stakeholders, City staff, and external partners.
  • Ability to negotiate, facilitate dialogue, and resolve conflict among individuals and groups with differing perspectives.
  • Ability to collect, organize, analyze, and communicate qualitative and quantitative program data and outcomes.
  • Proficiency with Microsoft Office and other standard workplace software applications.
  • Five (5) years of progressively responsible experience in mediation, restorative justice, conflict resolution, community engagement, or related programming, including supervisory or program leadership experience.
  • Experience working with diverse communities and facilitating restorative practices is strongly preferred.
  • Formal training and experience in mediation, restorative justice, restorative practices, conflict transformation, or peace studies.
  • Completion of a 40-hour mediation training program.
  • Completion of a 20-hour restorative justice facilitator training program.

  • Bachelor’s degree from an accredited college or university in Communication, Education, Sociology, Public Administration, Public Policy, Human Services, Psychology, Conflict Resolution, or a related field
  • Master’s degree in Mediation, Conflict Resolution, Peace Studies, Education, Public Administration, or a related field.

Responsibilities

  • Provides leadership and oversight for all Conflict Transformation Works(CTW) programming to ensure alignment with program, service area, and City goals, priorities, and objectives.
  • Leads the development, implementation, and continuous improvement of conflict transformation, mediation, restorative justice, and restorative practices programs and services.
  • Builds, strengthens, and sustains partnerships with community organizations, nonprofit agencies, educational institutions, courts, law enforcement agencies, and other stakeholders.
  • Maintains ongoing communication with referral partners and community resources to identify emerging needs, coordinate services, and provide training and outreach as appropriate.
  • Manages interagency referral processes and communication with the City Attorney’s Office, Municipal Court, District Attorney’s Office, schools, School Resource Officers, and related partners.
  • Researches, writes, and administers grants to support CTW programming, including required data collection, evaluation, reporting, and compliance activities.
  • Develops and implements community outreach, education, and engagement initiatives that increase awareness of restorative practices and conflict transformation services.
  • Responds to resident, employee, stakeholder, and City Council inquiries, concerns, complaints, and service requests.
  • Manages program budgets, authorizes expenditures, forecasts resource needs, and ensures compliance with applicable financial and administrative requirements.
  • Oversees consulting, grant, purchasing, and service contracts as applicable.
  • Prepares and delivers presentations, trainings, and reports for community groups, City leadership, boards and commissions, elected officials, and other audiences.
  • Collects, analyzes, and interprets program data to assess effectiveness, inform decision-making, and support continuous improvement efforts.
  • Provides direct program support, restorative justice facilitation, mediating mediation cases, and lead complex conflict cases.
  • Supervises, mentors, and supports classified, contractual, hourly, temporary, and volunteer personnel, including oversight of 65+ trained community volunteers.
  • Develops and oversees volunteer recruitment, training, mentoring, evaluation, and ongoing engagement efforts.
