About The Position

Reporting to the Associate Director of Business and Auxiliary Services, the Manager, Campus Distribution & Asset Control, is responsible for the comprehensive management and oversight of three distinct operational units: the University's Asset Management, Central Receiving, and Mail Services. This critical role ensures the accurate recording, tracking, and disposition of university property and equipment, facilitates the efficient receipt and distribution of goods, and timely, secure handling of all mail and packages. It also oversees the processes and systems that support these operations, including inventory control, physical inventories, and coordinated receiving and delivery.

Requirements

  • Bachelor’s degree in a related field or equivalent combination of education and 5 years of related experience.
  • Minimum of two (2) years of management or supervisory experience directly related to asset management, warehouse operations, or mailroom services, preferably within a higher education or public sector environment.
  • Extensive experience in property inventory methods, procedures, and asset management best practices.
  • Strong knowledge of warehouse KPIs, safety standards, and WMS platforms.
  • General knowledge of PeopleSoft Asset Management software and Workday.
  • Demonstrated ability to design, execute, and maintain accurate records pertaining to property and logistics.
  • Strong understanding of warehouse operations, including receiving, storage, and distribution principles.
  • Experience in managing mail services operations, including incoming/outgoing mail processing and chargeback systems.
  • Exceptional leadership, supervision, coaching, and team development skills.
  • Proven ability to interact effectively and professionally with academics, administrators, staff, and students.
  • Strong decision-making, planning, organizational, and problem-solving skills.
  • Ability to work independently within broad guidelines, prioritize tasks, and manage multiple functions simultaneously.
  • Excellent communication skills, both written and verbal, for reporting, policy development, and inter-departmental coordination.
  • Commitment to safety protocols and procedures in a warehouse and mail services environment.
  • Ability to handle and sort packages using pallet jacks, operate PIT equipment (if applicable).
  • Work in an environment where the noise level varies.
  • Lift up to 49 pounds and frequently push, pull, squat, bend and reach.
  • Climb and descend stairs (when applicable).

Responsibilities

  • Develop, implement, and maintain policies, systems, and accounting methods for the proper recording of property and equipment acquisitions, transfers, and disposals, ensuring data integrity across Asset Management.
  • Prepare reports: building and department physical inventory, year-end activity and other special reports as needed.
  • Oversee the identification, tagging, and recording of new capital and sensitive property acquisitions, including collecting information from BSU purchase orders and inspecting shipments for compliance when received by Central Receiving.
  • Identify, manage and tagging, and recording of new capital and sensitive property acquisitions.
  • Identify, typically through departmental requests, and update records for corrections and disposals.
  • Plan, coordinate and manage/supervise the physical inventory/audit cycle. This includes performing or supervising such tasks as: developing an audit schedule, contacting and coordinating the physical inventory work with departments, conducting the physical inventory, the preparation of departmental inventory reports, following up with departments on reconciling discrepancies, preparing interim and final departmental reports, preparing final inventory cycle reports.
  • Assist in the development and maintenance of comprehensive Asset Management policies, procedures, and internal manuals.
  • Ensure the proper maintenance and updating of the department's asset management software.
  • Prepare specialized reports concerning capital and non-capital assets as required for internal and external stakeholders.
  • Act as the initial point of contact for departmental asset-related activities and transactions.
  • Manage the entire Bowie State University Central Receiving operations, including receiving, storage, and distribution.
  • Manage the receipt, inspection, and verification of all incoming shipments and goods against delivery documents and purchase order specifications.
  • Ensure timely processing and categorization of received packages (e.g., student packages, PO packages, general packages).
  • Oversee the assignment and coordination of daily delivery tasks for campus-wide distribution, adapting to varying inbound volumes.
  • Implement and maintain efficient warehouse organization, including labelling, storage, and walking paths for safety and efficiency (e.g., 5S principles).
  • Oversee all incoming and outgoing mail services for the University, including daily USPS pickups and deliveries.
  • Manage the sorting and distribution of mail and parcels to departments.
  • Process monthly chargebacks for departmental mail services, ensuring cost recovery for mailroom supplies.
  • Manage the documentation of daily package receipts for students and residence facilities.
  • Ensure the timely handling of special mailings or urgent internal deliveries.
  • Supervise, train, and develop subordinate personnel across Asset Management, Central Receiving, and Mailroom Services.
  • Lead, train, and develop warehouse staff; enforce SOPs and safety standards.
  • Monitor KPIs and implement process improvements.
  • Determine work priorities, plan schedules, assign tasks, and review work performance of assigned staff.
  • Facilitate daily team stand-up meetings to cover safety, daily priorities, volume overviews, task assignments, and inter-team coordination.
  • Manage expenses and prepare purchase requisitions for operational needs.
  • Foster a collaborative and efficient working environment, proactively addressing potential bottlenecks and ensuring seamless cross-functional support.
  • Ensure compliance with relevant federal and state laws and regulations as well as University safety policies and maintain a safe work environment for all personnel.
  • Other duties as assigned.
