About The Position

The Department of Parks and Recreation (DPR) is seeking a highly responsible Management & Budget Specialist to perform budget, financial, and procurement functions for the Community Recreation Division (CRD). This employee is a vital member of the Division who will work closely with staff to analyze and research a variety of budget, management, procurement, and policy issues and negotiate and recommend alternatives, options, and solutions to address the issues.

Requirements

  • Bachelor’s degree in Business, Public Administration, Accounting, Finance or a related field
  • Considerable experience in the finance, planning and administration of publicly funded programs or related work that includes budgeting, accounting and/or procurement.
  • Additional education may be substituted for experience.
  • Additional experience may be substituted for education.

Responsibilities

  • Developing, monitoring, and overseeing a division annual operating budget of over $8 million with primary responsibility for budget formulation, execution, adjustments, tracking (expenditures and revenue), monitoring, reconciliation, close-out, and procurement.
  • Preparing financial analyses to include forecasts for both revenues and expenditures on a monthly, quarterly, and bi-annual basis, and as needed.
  • Utilizing data, benchmarking, and appropriate data collection tools to collect and analyze results and make effective recommendations.
  • Executing procurement functions, including drafting and submitting purchasing requisitions, Small Purchase Negotiations, supplier information, and other procurement-related documents in online systems.
  • Monitoring and approving staff purchase card usage.
  • Initiating and tracking contracts for goods and services.
  • Managing financial and administrative records and storing records in access-controlled locations.
  • Creating and providing financial reports to staff, management, and other internal and external customers using Excel, SplashBi, and other systems.
  • Assisting with the design, development, coordination and implementation of Division trainings and workshops.
  • Advising the Division Chief of unauthorized purchases and other anomalies and inefficiencies and providing policy-based recommendations for resolution.
  • Performing other duties as assigned.
  • Communicate effectively with internal and external customers, both verbally and written, in accordance with the County's customer service standards.
  • Develop productive working relationships and partnerships within and across the Division, County departments and work groups.
