About The Position

SCT is seeking a contingent hire for the role of Management and Program Analyst: Substance Misuse Subject Matter Expert supporting HQDA G-1 DPRR under the PRO Task Order. The role supports Army substance misuse deterrence, prevention, and response activities through technical analysis, inquiry support, strategic product development, governance support, and data-informed recommendations tied to the Army Substance Abuse Program (ASAP) and related statutory and regulatory requirements.

Requirements

  • Master’s degree in business, finance, public health, or a related field from an accredited institution.
  • Minimum of five (5) years of Army or DoD or relevant experience supporting regulatory reviews, policy updates, or headquarters-level response packages.
  • Demonstrated knowledge of government operations, Google Suites, Microsoft Suite programs, and government-approved Artificial Intelligence (AI) applications.
  • Ability to function as a subject matter expert, lead discussions, and support large meetings or working groups.
  • Strong written communication skills with experience preparing analytical responses, executive summaries, reports, and recommendation-driven products.

Responsibilities

  • Serve as the functional lead for substance misuse deterrence, prevention, and response support activities assigned under the PRO task order.
  • Monitor the ASAP mailbox daily and respond to routine inquiries within one business day regarding policy, procedures, BACM coordination, UDL issues, and related program matters.
  • Support Army drug testing capability activities, including reports for operationally deployed Soldiers, handbook updates, and annual course material updates for Drug Testing Coordinators and Unit Deterrence Leaders.
  • Provide technical assistance and recommendations related to Drug Testing Program software, the Forensic Toxicology Drug Testing Laboratory webpage, and portal or access management activities.
  • Develop strategic products such as feasibility assessments, literature reviews, comment resolution matrices, briefing materials, and executive summaries supporting regulatory review and program improvement.
  • Attend substance misuse governance and regulatory development meetings, capture notes and due-outs, and provide concise executive summaries and recommendations.
  • Support internal and external data inquiries through meeting participation, progress documentation, and development of analysis and synthesis products that address defined questions.
  • Assist commands and installations with requests for information, exception-to-policy packets, and guidance related to planning, implementation, and monitoring of substance misuse prevention activities.
