About The Position

This position supports the NGB J83 NGROC Branch. Contributes expert Capability Analyst support to execution of the National Guard Requirements Oversight Council (NGROC) process including administrative coordination, preparation of materials for preparations and meetings; issuance maintenance; Secretariat and Gatekeeper functions; advising topic sponsor preparations; and development, staffing, and tracking of resulting NGROC Memorandums through approval.

Requirements

  • Bachelor’s Degree
  • MS Office Suite (Excel, Word, PowerPoint, Teams, SharePoint, etc.)
  • Active Secret Clearance (Top Secret Sensitive Compartmented Information (TS/SCI)

  • DAU Joint Capabilities Integration and Development (JCIDS) Certificate
  • OSD; Joint Staff, Service HQ, or NGB senior action officer experience participating in analysis, coordination, planning, writing, and presenting at the executive level in a senior level organization
  • Familiarity with the National Guard, National Guard Bureau, and associated processes (e.g. NGROC and Joint Capabilities Assessment Development Process (JCADP)
  • ETMS2 proficiency

Responsibilities

  • Coordinate support requirements for the execution of the NGROC process on a weekly basis.
  • Support the execution of the responsibilities of the NGROC Secretariat and NGROC gatekeeper in support of the NGROC on a weekly basis.
  • Design (for input and approval by the Government), plan, coordinate and manage all activities to include scheduling rooms, preparing read-ahead materials, and all other administrative tasks connected to the NGROC, the National Guard Capabilities Board (NCB) and the National Guard Functional Board (NFB).
  • Maintain a current list of Points of Contact for the NGROC participants and voting members and coordinate alternate participation when primary personnel are unavailable.
  • Maintain electronic unclassified and classified files as required of after actions reports and NGROC/NCB/NFB summaries in the designated electronic file.
  • Provide expert analysis and recommendations to all NGBJS, ARNG, ANG and NG SO personnel identified as a topic sponsor for NGROC topics to help develop and prepare topics presentations to the three NGROC levels of review.
  • Support the preparation and execution of all reviews related to NG leadership participation in DoD Governance meetings when requested on matters related to capability requirements for the NG.
  • Support the Government’s weekly coordination events with the executive staff of the VCNGB and NGB-J8 Director for all matters related to the execution of the NGROC process.
  • Conduct a formal review/revision, and update of the NGROC Instruction, Charter, and Manual and coordinate any updates of the NGROC material through TMT as the originator on a yearly basis.
  • Support the NGROC Secretariat in reviewing requirements for any existing or proposed federal or non-federal capability that the CNGB or VCNGB determines to be reviewed by the NGROC.
  • Develop and coordinate the National Guard Requirements Council Memorandum (NGROCM) through TMT as the originator and follow-up until completion.
  • Provide a weekly report to track the status of all NGROCMs. Track the history of each NGROM to include the initial information and any modifications to the memorandum (i.e., justification(s) to extensions).
  • Serve as ETMS2 Workflow Manager that supports the NGB J8 in reviewing, delegating, and submitting TMT Taskings.
