Position offers a hybrid schedule of telework and in-office work. This position’s ability to telework will be determined by agency and division telework policies and will be required to come into the office, as directed, to fulfill essential job functions.The Audit and Inspections Management Analyst performs highly advanced, senior-level training, mentoring, coaching, and oversight work in the Health and Human Services (HHS) OIG Audit and Inspections Division. Develops division-specific training programs; provides coaching and mentoring to staff; conducts contract oversight and monitoring of the division’s external professional audit services provider; and performs other duties or tasks as assigned. The applicant should have experience in training and development, auditing or related field, with the ability to coach and mentor staff to develop their core audit and inspection skills, putting staff in a position to succeed. Work is performed under minimal direction with extensive latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and division policies and procedures.

Requirements

  • Knowledge of instructional and curriculum design.
  • Knowledge of technologies and best practices for instructional manuals and teaching platforms.
  • Knowledge of generally accepted government auditing standards.
  • Knowledge of various audit methods.
  • Knowledge of the auditing process, including analyzing and interpreting internal controls, risks, and criteria.
  • Skills in synthesizing, analyzing, and relaying information in easily understandable and concise documents and oral presentations.
  • Skills in facilitating workgroups.
  • Skills collaborating with teams to develop recommendations for OIG leadership’s consideration that are attainable, reasonable, and likely to meet the goals and expected outcomes of the initiatives.
  • Skills in establishing and maintaining effective and supportive working relationships with all levels of staff.
  • Ability to develop training objectives, to assess the effectiveness of training, and to assess training needs.
  • Ability to manage large, complex projects.
  • Ability to identify and collaborate with key stakeholders.
  • Ability to clearly communicate with a variety of audiences, both verbally and in writing.
  • Ability to appropriately prioritize and manage work and to produce quality work, at times within short deadlines.
  • Ability to work under limited supervision; exercise sound, independent judgment; set priorities; meet deadlines and adapt to shifting project developments.
  • Ability to identify problems, evaluate alternatives and implement effective solutions.
  • Ability to prepare well-written, concise briefing documents and reports, and visually dynamic presentations.
  • Ability to professionally represent the OIG.
  • Bachelor’s degree from a college or university, plus 4 years of professional or technical work experience in developing and training staff, performing research, compliance analysis, or monitoring.

Nice To Haves

  • Experience in designing and delivering professional development or training programs.
  • Experience in auditing, compliance reviews, financial analysis, or other relevant fields as determined by the hiring manager.
  • Experience in contract administration, performance monitoring, or coordinating contractor or vendor activities.
  • Relevant certifications and advanced degree may substitute for one year of experience.

Responsibilities

  • Develops division-specific training programs and serves as a resource for staff regarding available training programs and professional development.
  • Conducts contract oversight and monitoring of the division’s external professional audit services provider(s).
  • Provides coaching and mentoring to audit and inspection staff and performs ongoing training needs assessments to develop individualized training opportunities and educational interventions.
  • At the direction of division management, performs other duties or tasks as assigned, including research for potential audits and inspections, assisting with risk assessment activities, preparing presentations and talking points for division leadership, hiring activities, and performing other strategic and administrative functions.
  • Assist in leadership strategies to improve morale, team building, and retention through analysis of work distribution and turnover trends.
  • Identifies recruitment opportunities and provides support at job fairs and hiring events, as needed.
