About The Position

We are seeking an experienced Management Analyst to serve as the senior contractor lead supporting ASA(ALT) Capability Program Executive (CPE) program offices and Portfolio Acquisition Executive (PAE) offices. This role provides system-mediated, IT-enabled support using the PMRT tool suite to plan, execute, and report acquisition program data. The ideal candidate is a seasoned professional with extensive experience in DoD acquisition program offices, deep expertise in CCaR and GFEBS, and demonstrated ability to develop dashboards and analytic applications using enterprise BI platforms. This position requires strong leadership skills and the ability to mentor junior analysts. This is a non-personal services contract position. The Management Analyst reports directly to the Prime Contractor for all human resources, disciplinary, and administrative matters, while receiving work direction and prioritization from government stakeholders.

Requirements

  • Must be a U.S. citizen.
  • Bachelor's degree in business, finance, accounting, public administration, information systems, or a related field, or equivalent combination of education and experience.
  • Minimum of five years of demonstrated experience supporting DoD acquisition program offices in financial execution, program data reporting, or acquisition management functions.
  • At least three years of hands-on operational experience with CCaR encompassing record creation, budget structure design, reconciliation, and forecasting.
  • Demonstrated experience developing dashboards, reports, or analytic applications using PMRT EA, Qlik, or a comparable enterprise BI platform.
  • Demonstrated working knowledge of GFEBS execution data and the GFEBS-to-CCaR interface.
  • Strong leadership and mentoring abilities with a proven track record of leading and mentoring junior analysts.
  • Exceptional communication and liaison skills.
  • Ability to work with senior government leadership.
  • Sound judgment and the ability to work independently to accomplish goals.
  • Must possess or be able to obtain a Secret security clearance within 90 days of contract start.
  • Comply with cybersecurity requirements including DoD 8570.01-M and AR 25-2.

Responsibilities

  • Coordinates the creation, mapping, and maintenance of CCaR and other program records, managing budget structures and funding mappings to support acquisition reporting requirements in compliance with ASA(ALT) Financial Operations and Acquisition Resource Management guidance.
  • Oversees daily reconciliation of Cost of Execution, Travel, civilian pay, and out-of-balance transactions, reviews reconciliation work performed by Business Analysts, and resolves reconciliation issues escalated by the supported Government FM team.
  • Conducts quarterly CCaR account privilege audits, processes new account requests, recoveries, deletions, and privilege updates, and verifies account status and DD Form 2875 currency.
  • Plans and executes CCaR/PMRT data migrations supporting realignments, including pre-migration checklist preparation, execution of program/budget/record moves, and post-migration data validation.
  • Assists the supported organization in spend plan development, baseline approval and lock processes, forecasting and re-forecasting, and supporting Funding Document Routing Form processing, amendments, and auto-reconciliation.
  • Supports the Monthly Acquisition Report, Acquisition Program Baseline, and PDAA data submissions, including data validation and resolution of critical errors.
  • Prepares and maintains documentation describing how the supported organization uses the PMRT tool suite to meet its reporting obligations and recommends procedural improvements to Government leadership.
  • Develops and maintains PMRT Enterprise Analytics applications, dashboards, and ad-hoc reports tailored to the supported organization's reporting requirements through requirements elicitation, data source identification, business-rule encoding, dashboard prototyping, and sustainment.
  • Conducts individual and group training sessions on PMRT tool suite features and provides day-to-day technical direction to Business Analyst personnel, including assigning reconciliation queues, reviewing work products, and providing on-the-job mentoring.
  • Serves as the contractor point of contact for the supported organization's senior FM lead, raising data quality, configuration, or capability issues to Government leadership for resolution.
  • Maintains awareness of data flows between CCaR, PDAA, PMRT EA, and authoritative source systems, identifying and escalating interface anomalies, and coordinating corrective actions through change-management processes.
  • Supports the configuration of CCaR records, budget structures, role assignments, and reporting views to reflect the supported organization's current acquisition program structure.
  • Key deliverables include Monthly Status Reports, dashboards and analytic applications, operations and procedures documentation, and training materials and session records.
