About The Position

The City of Diamond Bar is seeking a highly skilled and motivated Management Analyst to join their team. This role is part of the City Council’s “Employer of Choice” initiative, focusing on attracting and retaining talented employees and fostering a culture of communication, collaboration, service excellence, innovation, and development. The position is within the City Manager's Office and will support strategic initiatives related to economic development, customer service, and performance management. Responsibilities include assisting with business retention and expansion, development impact fee studies, the Diamond Ride Program, emergency preparedness, franchise and telecommunications agreements, animal control programs, social service and housing referrals, film permit processing, and environmental sustainability efforts. The role also involves assisting with the annual budgetary process and preparing various financial and grant reports.

Requirements

  • Equivalent to a Bachelor’s degree in Public or Business Administration, Management, Finance, or closely related field.
  • One or more years of administrative analysis and/or internship work with a local governmental agency.
  • Possession of a valid California driver's license and an acceptable driving record throughout the course of employment.
  • Knowledge of local government organization and operations; legislative practices; research methods and report writing techniques; budgeting and costing techniques; grant writing procedures; project administration techniques; administrative practices; and modern office methods, practices and technology.
  • Ability to conduct administrative and legislative analyses and prepare accurate reports; draft procedures and interpret policies and standards related to assigned programs and functions; analyze and compile technical and statistical information and prepare detailed reports; assist in coordinating outreach programs and special events; operate computer hardware and use word processing, spreadsheet, and database software; plan, organize and prioritize tasks in order to meet program and department deadlines; analyze and solve problems; make clear and persuasive presentations; communicate effectively, either orally or in writing, with staff, City management, contractors, vendors, and other parties.

Responsibilities

  • Support strategic initiatives focused on economic development, customer service, and performance management.
  • Assist with business retention, expansion, and outreach efforts.
  • Support the City's upcoming Development Impact Fee Study and related implementation efforts.
  • Provide administrative and operational support for the City's Diamond Ride Program.
  • Assist in supporting the City's emergency preparedness and response efforts.
  • Assist in supporting the administration of franchise and telecommunications license agreements.
  • Assist in supporting the City's animal control programs.
  • Assist in coordinating social service and housing referral services.
  • Process film permits including coordination with City departments, external production companies, and community stakeholders.
  • Assist with the development and implementation of effective strategies, policies, and procedures to improve environmental sustainability.
  • Assist with the annual budgetary process including various funds.
  • Prepare revenue summary reports for various fees and contributions.
  • Assist with the preparation of comprehensive reports for end of year grants and compliance efforts.
  • Conduct research and analysis of assigned administrative practices and programs.
  • Collect information/data through websites, reports, survey contacts, and resources and provide findings in staff reports, tables, and supporting narrative.
  • Perform legislative analyses of particular bills and issues and may draft advocacy positions or feasibility studies for management-level review.
  • Respond to or prepare correspondence in response to inquiries, complaints or information requests from other public agencies and the general public.
  • Attend City Council, Commission, and community outreach meetings and represent City on committees, task forces, and advisory bodies, as assigned.
  • Draft grant proposals; prepare information for performance and activity reports.
  • Summarize and evaluate information related to departmental and/or city-wide programs and services.
  • Assist with city-wide records management initiatives.
  • Assist with budgetary and staffing reviews, costing analyses, and submittals in cooperation with Finance Department personnel.
  • Collaborate with cross-functional teams to address service and/or programmatic challenges and provide recommendations.
  • Other duties, as assigned.
