About The Position

The City of Kirkland's Public Works Department is looking to hire one full-time for either the Senior Management Analyst or Management Analyst position. This role assists in researching, analyzing, developing, and maintaining various tasks, policies, and programs throughout the organization. The work of the Management Analyst is primarily responsible for evaluating and assisting in the overall programs and activities to meet Council, City, and departmental goals across the organization. It monitors the productivity of current programs and assists with budget development and implementation, providing insight and direction for development and proper tracking. The Management Analyst provides intermediate professional level analytical work.

Requirements

  • Ability to manage multiple priorities simultaneously.
  • Requires a high degree of public and interpersonal skills in order to facilitate discussions and resolve conflicts in individual and group meeting settings; skill in developing and presenting material for the purpose of clearly informing various audiences about the City’s and Departments’ policies and programs in technical areas of responsibility.
  • Ability to gather data from many sources, synthesize information and make recommendations based upon solid research and analysis.
  • Ability to coordinate activities with all levels of the City organization and with outside agencies and jurisdictions.
  • Ability to establish and maintain effective working relationships with other members of a technical service-oriented team.
  • Ability to initiate new ideas and approaches to organizational, financial, and policy concerns.
  • Ability to work effectively under pressure, set and meet schedules and timelines; Ability to deal with potentially sensitive political situations.
  • Ability to communicate clearly and concisely, orally and in writing; must possess excellent business math skills.
  • Experience in the use of word processing, spreadsheet, and database computer applications.
  • Ability to prepare and maintain records; maintains confidentiality of materials and situations encountered.
  • Knowledge of governmental processes in community relations and municipal governance.
  • Ability to work independently and as a member of a team.
  • Requires organizational ability and attention to detail.
  • Ability to use personal computer hardware and software.
  • Bachelor's degree in Business Administration, Public Administration, Accounting, Finance, Planning, Engineering, or a related field.
  • 1-3 years’ experience involving implementation of programs and procedures or an equivalent combination of education and experience to successfully perform the functions of the job.
  • Must have a valid Washington State Driver’s license and ability to remain insurable under the City’s insurance to operate motor vehicles.

Responsibilities

  • Analyze operational and management policies and programming.
  • Develop position papers, letters, memoranda and presentations to appropriate audiences, including the public.
  • Facilitate and conduct Operations and Maintenance Division personnel training in the use and operation of computer programs and spreadsheets relating to productivity, timekeeping, budget, project, or other management systems.
  • Develop systems to evaluate productivity and track programs.
  • Represent the Department or City with regional and professional organizations; attend meetings and conferences, serve on committees and workgroups.
  • Apply knowledge of Public Works business operations and maintenance management systems to identify and coordinate process improvements.
  • Assist in coordinating the Water Division’s Water Quality efforts with other agencies and in-house staff.
  • Perform other duties as assigned by the Operations and Maintenance Managers.
  • Assist with development and coordination of Departmental programs (i.e. graffiti education, Adopt-A-Road, conservation, etc.) with other agencies, departments and in-house staff.
