About The Position

Under direction and supervision, this classification provides administrative management support to various divisions in the department. Work involves obtaining cooperation through extensive contacts with others primarily within the organization. Work involves regular contact with residents, other departments, divisions and vendors. The role plans, coordinates and conducts management audits and operations analyses involving major VMS functions, policy issues, inspection of community facilities/special projects.

Requirements

  • Graduation from an accredited four-year college or university with major course works in business, public administration, engineering or urban planning.
  • Considerable management audit or consulting experience or equivalent combination of education and experience.
  • Knowledge of standard finance and budgeting principles
  • Knowledge of the occupational hazards and safety precautions of the job.
  • Knowledge of PC and applicable software programs.
  • Knowledge of the principles of administrative management and sources of authoritative information.
  • Knowledge of the principles and practices of accounting and auditing.
  • Knowledge research methods and techniques.
  • Knowledge of methods of presentation.
  • Ability to design, conduct, analyze and interpret research findings.
  • Ability to write and orally present clear and concise reports.
  • Ability to organize and prioritize multiple projects.
  • Ability to maintain effective working relationships with co-workers, the public and to deal with public relations problems courteously and tactfully.
  • Possession of a valid California driver's license.

Responsibilities

  • Confers with the Department Director and Assistant Directors, and operating manager concerning objectives, new or revised policies, unusual operations issues and matters affecting other divisions.
  • Assists in interpreting departmental policies; assists in the development of the department annual budget and implementation of new programs and procedures; develops criteria on which to evaluate personnel needs, operating effectiveness, and budgetary requirements; prepares manuals of procedures; may head up special task forces assigned to various projects.
  • Develops work plans for research projects and operations reviews, assesses disciplines, manpower, schedule, cost and time requirements.
  • Coordinates and facilitates strategic planning activities for operating departments.
  • Conducts studies, analysis and investigations of procedural matters and operating programs.
  • Prepares administrative reports and gathers a variety of statistical data.
  • Identifies program areas requiring administrative research of interest to board members, the Department Director or Assistant Directors.
  • Assesses personnel schedules and cost and time requirements.
  • Defines purpose, objectives and specific tasks.
  • Analyzes and monitors department and division expenditures and revenues; prepares purchase orders; approves accounts payable, and initiates budget transfers.
  • Relieves executive management of a variety of administrative detail.
  • Cooperates with other agencies, groups and individuals in the coordination of departmental activities; may represent the department at conferences, meetings, legislative hearings and board meetings.
  • Coordinates with other division personnel regarding research, and consults with staff, directors, legal counsel and others as appropriate.
  • Compiles and drafts reports and recommendations, reviews drafts with the Department Director and Assistant Directors.
  • Consults with personnel and gathers a variety of organizational, financial, statistical and procedural data.
  • Documents data through the preparation of comprehensive workpapers.
  • Analyzes data using reorganizing standards, management control evaluation, and advanced spreadsheet and database applications.
  • Performs field inspections for quality control of Division activities or special projects.
  • Evaluates specific issues and summarizes findings/conclusions.
  • Develops specific recommendations and reviews data/conclusions with others and prepares/presents reports to committees, boards or others as directed.
  • May supervise and review the work of professional, technical and administrative staff and consultants.
  • Drives a vehicle to meetings, workshops, and other job-related responsibilities.
  • Assists others in office with priority projects that affect the Department.
  • Photographs areas in the Community that have impact on Department or Division projects and observes demonstrations of new equipment.
