About The Position

The Management Analyst for Cost Reporting and Long-Term Services and Supports (LTSS) Finance performs (senior-level) highly advanced professional organizational and policy analysis work for the Texas Health and Human Services Commission (HHSC) Provider Finance Department (PFD). Work involves analyzing organizational processes and procedures related to LTSS cost reporting and financial examinations, LTSS rate methodologies and directed payment programs, and bill analyses and implementation plans related to the Texas Legislative session and agency initiatives. The management analyst will review current processes, and recommend modifications to align to best practices, and prepare policy and procedure documentation to assist management in operating more efficiently and effectively. This position will support the Director and Deputy Director of Cost Reporting and LTSS Finance. Work is performed under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may independently perform the most complex professional organizational and policy analysis work required to support the department’s goals and priorities.

Requirements

  • Minimum of 2 years of experience with methods analysis, management, organizational development, or methods and systems work including process documentation work.
  • Demonstrated experience in project management or process improvement.
  • Graduation from an accredited four-year college or university with major coursework in business administration, finance, or a related field is generally preferred.
  • Experienced with HHS programs, policies and procedures, preferred.
  • Experience with the Texas Legislative process, preferred.
  • Experience and education may be substituted for one another.

Responsibilities

  • Support Cost Reporting and Financial Examinations. Coordinate, plan, and evaluate PFD’s cost reporting and financial examination processes to support PFD’s transition of cost reporting in State of Texas Electronic Provider System (STEPS). Activities include evaluating STEPS processes, documenting the current processes in how internal and external users engage with STEPS, evaluate and make recommendations to improve the cost report collection processes in STEPS in accordance with Government Auditing Standards (as applicable), Texas Administrative Code, Medicare reimbursement principles and agency policies and procedures. Lead the development of change implementation plans associated with approved recommendations. Provides staff training and facilitates stakeholder engagement related to cost reporting, financial examinations, and STEPS. (35%)
  • Support LTSS Finance Policy and Procedure Documentation. Assist teams responsible for LTSS rate setting, cost reporting, calculations and directed payment programs by ensuring policy and procedure documentation meets agency and departmental requirements. Make recommendations to improve process documentation and establish and implement standards across teams. Develop solutions to organizational issues and concerns related to policy and procedure documentation, develop organizational change strategies and plans to support documentation, and/or conduct training for implementation of organizational solutions, strategies, and plans. Provides staff training and facilitates stakeholder engagement as needed (35%)
  • Special Projects and Continuous Improvement. Develops and maintains measurement and tracking tools to report program progress. Researches, analyzes, and evaluates complex issues and initiatives. Analyzes data and resources, evaluates business and management practices, and makes recommendations. Reviews and updates policies and procedures regularly to reflect changing needs and priorities. Lead efforts to raise awareness and promote the use of available resources. Maintains filing systems and conducts periodic reviews of systems. Maintains master tracking documents tools and guides. Coordinates division responses to requests for information. Participates in agency-wide meetings, workgroups and initiatives to represent the department. (15%)
  • Support Legislative Coordination Efforts. Helps with the legislative coordination work for PFD Cost Reporting and LTSS Finance. Evaluates the processes PFD uses to track legislation and complete agency bill analyses and agency cost estimates and makes recommendations for improvements. Ensures the department responds timely to any legislative requests including bill analyses, cost estimates, request for information or general inquiries. Reviews and coordinates updates to the Legislative Reports Tracking System for PFD Cost Reporting and LTSS Finance teams. Assists the Deputy Director and Director to ensure legislative implementation plans are completed and implementation dashboards are updated as required. Coordinates legislative requests and assignments for the Cost Reporting and LTSS Finance Teams. Facilitates the bill reading/identification process during legislative session. Facilitates the bill analysis and agency cost estimate process in the Legislative Tracking System. Coordinates within the department and the CFO division on legislative issues as needed. Provides staff training as needed. (10%)
