About The Position

This position leads or supervises, coordinates, and reviews departmental operations and procedures. It involves developing various management reports for implementing revised management procedures and policies. The role serves as the primary liaison to effectively manage financial policies, procedures, and systems. The Management Analyst IV position will coordinate and review departmental operations and procedures in the creation and administration of water supply, wastewater, and groundwater reduction program contracts.

Requirements

  • Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field closely related to the job.
  • Six (6) years of professional experience in accounting, budget analysis, finance, public administration or a field closely related to the job are required.
  • A Master's degree in a field directly related to the job may substitute for two years of the above experience requirement.

Responsibilities

  • Leads, trains, and evaluates employees involved in evaluating, researching, and analyzing financial and operating activities and procedures.
  • Develops, updates, and maintains Standard Operating Procedures (SOPs) for contract administration, reporting workflows, data validation processes, and customer interactions.
  • Ensures documentation remains current, accurate, and aligned with departmental policies.
  • Coordinates, prepares, and reviews financial and management reports, such as budget reviews and projections.
  • Assists with invoices and purchase order tracking, supports budget development activities, and performs financial tasks within SAP.
  • Reviews, researches, and surveys requests to assess operational improvements and implement revised management procedures.
  • Compiles and interprets statistical data in analyzing and assessing departmental operations, schedules, and long-range forecasting.
  • Provides systems development and maintenance to enhance functionality.
  • Supports contract and project monitoring by providing timely updates, enhancing workflow processes, and maintaining accurate and organized databases.
  • Coordinates systems user/support training.
  • Develops and organizes specialized training for water supply, wastewater, and groundwater administrative staff.
  • Handles various special projects as assigned.
  • Leads, trains, and evaluates the review and approval of Municipal Utility District consent items and contract council items.
