About The Position

This Management Analyst II is responsible for compiling, validating, and verifying vital records data collected from the Delaware Vital Events Registration System (DELVERS) to ensure compliance with National Center for Health Statistics (NCHS) standards for data collection. The analyst is responsible for the timely submission of the data to NCHS as required by the Vital Statistics Cooperative Project contract and to other federal and state agencies. The analyst will also be one of the systems administrators of DELVERS, train DELVERS users, and assist in resolving any DELVERS issues.

Requirements

  • Six months experience in conducting studies which includes evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures.
  • Six months experience in descriptive statistics such as the mean, median, mode or standard deviation.
  • Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  • Six months experience in narrative report writing.
  • Knowledge of designing studies which includes determining study goals and objectives, information needed, data sources, sampling and collection methods.
  • Knowledge of making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
  • Knowledge of inferential statistics such as correlation, t-tests, f-tests or analysis of variance.

Nice To Haves

  • Six months experience in using statistical software such as SPSS or SAS.

Responsibilities

  • Compiling, validating, and verifying vital records data collected from the Delaware Vital Events Registration System (DELVERS) to ensure compliance with National Center for Health Statistics (NCHS) standards for data collection.

  • Serving as a systems administrator for DELVERS.
  • Training DELVERS users.
  • Assisting in resolving DELVERS issues.
  • Interviewing agency staff, observing work processes, and gathering data relating to operational and managerial practices and procedures for use in evaluating services provided and/or determining compliance to goals and objectives.
  • Reviewing, performing statistical analysis and interpretation of collected data relating to policies, procedures, organization, managerial and operational practices.
  • Defining and potentially making recommendations for correcting problems.
  • Analyzing data gathered and developing solutions or alternative methods of proceeding.
  • Analyzing and evaluating the effectiveness of operations in meeting established goals and objectives.
  • Providing technical assistance in understanding and developing management objectives and controls for resolution of issues and concerns.
  • Studying pertinent background material such as legislation, administrative orders and regulations.
  • Making recommendations for and assisting in the implementation of new techniques or procedures to improve methods of operations, strengthen controls, and effectively utilize resources.
  • Documenting findings of studies and preparing recommendations for implementation of new systems, procedures, or organizational changes.
  • Potentially supervising administrative support and/or paraprofessional staff, exercising supervision over at least two or more merit full-time positions per the Merit Rules, which includes planning, assigning, reviewing, evaluating, coaching, training, and recommending hire/fire and discipline.
