The Management Analyst II/Grants provides administrative and operational support in the implementation of foreign assistance programs that advance U.S. digital, cyber, and emerging technology priorities in emerging markets, in alignment with U.S. economic and national security objectives. This position supports the administration of federal financial assistance awards, including grants, cooperative agreements, contracts, and interagency agreements. The Management Analyst assists Program Managers, Grants Officer Representatives (GORs), and Grants Officers (GOs) in driving successful program implementation. The ideal candidate has experience with foreign assistance programs and multiple funding mechanisms. Responsibilities include supporting the complete award lifecycle, from pre-award review through closeout, file maintenance, fiscal review, and compliance. The candidate should also be familiar with regional cyberspace, digital freedom, and information and communications technology trends. Strong coordination skills across interagency servicing agencies, Department bureaus, and offices are essential.
