About The Position

The Finance IT Analyst provides analytical, technical, and operational support for financial systems and program areas within the Department of Finance. This role blends professional-level management analysis with specialized financial systems knowledge, supporting troubleshooting, data extraction, reporting, system improvement initiatives, and cross-departmental problem-solving. The position requires substantial knowledge of applicable policies, financial operations, and technology-enabled workflows, applying independent judgment to evaluate issues, recommend solutions, and support informed decision-making. The incumbent will also assist customers and end-users as needed, troubleshooting and analyzing issues. This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.

Requirements

  • Bachelor's degree in business/administration or field related to assignment
  • Two years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification classification.
  • Computer programs including Microsoft Office Suite
  • Background in department of focus
  • Electronic databases and related software applications in area of focus
  • English language, including strong oral and written communications skills
  • Ordinances, government regulations, agency rules, and the legislative process

Responsibilities

  • Assist customers and end-users by responding to system-related inquiries and providing technical support.
  • Perform troubleshooting to identify, analyze, and resolve financial system issues.
  • Collaborate with internal teams and vendors to escalate and resolve complex technical problems.
  • Document system issues, resolutions, and recommended process improvements.
  • Write SQL scripts to extract, review, validate, and troubleshoot financial data.
  • Identify, interpret, and leverage database structures and entity relationship diagrams (ERDs).
  • Compile, analyze, and interpret financial and operational data to support decision-making.
  • Develop and maintain reports, dashboards, and analytical tools that strengthen data accuracy and accessibility.
  • Conduct operational and financial analysis to support program administration and improvement.
  • Independently evaluate complex issues affecting workflow, compliance, efficiency, and service delivery.
  • Research, develop, write, and edit complex reports, plans, and operational documentation.
  • Support process mapping, workflow redesign, and implementation of technology-enabled process enhancements.
  • Apply substantive knowledge of applicable policies, procedures, and regulations to ensure compliance in financial operations.
  • Review and analyze policy impacts, operational risks, and proposed regulatory or system changes.
  • Draft, revise, and maintain policy documents, SOPs, and operational guidelines.
  • Serve as liaison to internal teams, senior staff, external agencies, vendors, and other stakeholders.
  • Participate in inter- and intra-departmental committees, task forces, and project teams.
  • Prepare and deliver summaries, presentations, or recommendations for leadership.
  • Support change-management activities associated with system updates, operational shifts, or new technology adoption.
