About The Position

DSHS's Economic Services Administration (ESA) is seeking two Management Analyst 4 positions to join the Division of Program Integrity (DPI). These positions offer the opportunity to apply data analysis and performance management expertise to strengthen the accuracy, accountability, and integrity of Washington’s public assistance programs. Working within a mission-driven team, you will leverage data to evaluate program performance, identify and facilitate opportunities for improvement, and support compliance with federal SNAP requirements. You serve as a key resource for leadership, helping translate complex information into insights that guide policy implementation, business decisions, and program improvements. The ideal applicant is a collaborative and analytical professional who enjoys digging into data, solving complex problems, and working across organizational boundaries. Success in this role requires connecting data and policy, enabling the agency to respond to emerging challenges and make decisions that advance strategic goals.

Requirements

  • Must have experience determining eligibility for Washington’s SNAP program.
  • Familiarity with Washington’s SNAP Quality Control and Management Evaluation processes.
  • Ability to research, analyze, and interpret state and federal regulations and legislation related to DSHS programs.
  • Strong analytical skills with the ability to collect, organize, and analyze data to identify error trends and root causes
  • Ability to write clear, technical reports that present complex information that includes multiple data elements.
  • Experience in continuous quality improvement or performance management frameworks.
  • Experience communicating with and serving as a liaison to state partners and executive leadership.
  • Strong critical thinking, self-motivation, and the ability to manage multiple priorities, deadlines, and project responsibilities.
  • Proficiently utilize all computer programs in use by the Division of Program Integrity, such as: Barcode, ACES, ACES Online, ACES 3G, Health Plan Finder, Access, Smartsheet and MS Suite, particularly Excel.

Responsibilities

  • Collect and monitor program data to identify trends, gaps, deficiencies, and root causes.
  • Interpret rules and regulations that impact federal requirements or program operations to ensure alignment.
  • Analyze the impacts of policy changes and proposed legislation on system performance and recommend compliance-informed strategies.
  • Using quantitative analysis and performance measures, identify where corrective action strategies are succeeding or underperforming and recommend adjustments.
  • Translate complex data into clear, actionable deliverables such as summaries, dashboards, and reports for executive audiences and provide consultative guidance on recommended actions.
  • Participate in team meetings, provide project updates, and support process design and implementation to meet DPI goals.
  • Lead or facilitate cross-functional workgroups or project teams focused on business process improvement and program performance.
  • Travel to offices and community locations to conduct program integrity activities.
  • Serve as backup to DPI Executive Leadership, when assigned.
