About The Position

The Economic Service Administration (ESA), Community Services Division (CSD) is seeking our next Electronic Benefits Transfer (EBT) and Electronic Funds Transfer (EFT) Lead Program Manager. As the Lead EBT/EFT Program Manager, you will manage the design, drafting, and implementation of program policies and procedures as they relate to the EBT and EFT/Direct Deposit program. You will be responsible for the overall operation of EBT/EFT under the supervision of the EBT/EFT Administrator. As the Lead, you may delegate tasks to the EBT Program Managers, ensure adequate staffing, communicate job expectations, provide staff training, auditing, and resolve problems as they occur.

Requirements

  • Knowledge of Federal and State laws, rules, and regulations related to all federal and state public assistance cash and food programs
  • Knowledge and understanding of the Automated Client Eligibility System (ACES) and BarCode IT and EBT and the change management and testing process for each
  • Ability to communicate and interact effectively with others across a broad spectrum of management, administration, professionals, and line staff at the local, state, and federal levels
  • Write effectively and develop effective written policies and legal directives
  • Ability to participate in group problem solving, decision making, and network successfully with internal and external stakeholders
  • Work independently, develop and implement action plans and utilize available resources efficiently
  • Provide technical assistance and consultation to external and internal stakeholders
  • Analyze policies, laws, regulations, and other materials, and make decisions based on analyses
  • Obtain and interpret information from large volumes of reports, laws, regulations, records, printouts, and data mining documents.

Responsibilities

  • Responsible for the overall operation of EBT/EFT program
  • Provide oversight of the overall progress of the EBT vendor to ensure the integrity of the EBT program
  • Responsible for overall coordination, oversight and monitoring of the policies and procedures that regulate distribution of the program benefits through the EBT system
  • Oversee and provide strategic guidance to the EBT Fiscal Program Manager and their contract monitoring
  • Monitor/Review and Edit/Track EBT Contract deliverables to ensure timely, accurate system deliverables
  • Ensures that policies and procedures are developed and/or revised as necessary to accommodate operational changes mandated by EBT
  • Review and recommend for approval all changes to EBT vendor system
  • Serve as Lead/Support Analyst to review proposed bills and provide clear interpretation of the potential impacts to the EBT program
  • Provide support to the EBT unit as needed.
