About The Position

Join our team as an Operations Analyst (Management Analyst 3) in Aberdeen and play a key role in supporting the operations of the Aberdeen and South Bend Community Services Offices. You’ll use research, data analysis, strategic planning, and problem-solving skills to help leadership make informed decisions about operations, staffing, budgets, facilities, service delivery, and community partnerships. This position brings together data, people, and processes to identify opportunities for improvement, develop practical solutions, and help ensure services are delivered effectively to the communities we serve.

Requirements

  • A Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field
  • Three years of experience conducting research and analyzing policies, laws, rules, or regulations.
  • Analytical and problem-solving skills, with the ability to research complex issues, interpret data, identify trends and service gaps, evaluate outcomes, and develop practical, data-informed recommendations.
  • Strategic planning and organizational skills, including the ability to manage multiple complex projects, prioritize competing demands, and develop effective processes for people, space, equipment, and resources.
  • Leadership and collaboration skills, with the ability to supervise staff, facilitate workgroups and meetings, build partnerships, and work effectively with leadership, staff, community organizations, tribes, and government partners.
  • Strong written and verbal communication skills, including the ability to develop concise reports, briefs, presentations, training materials, and other communications for a variety of audiences.
  • Knowledge of and ability to interpret and apply policies, procedures, laws, rules, and regulations, including the ability to assess changes and determine their operational impact.
  • Change management and project management skills, with the ability to lead implementation efforts, coordinate stakeholders, monitor progress, and address barriers or unintended consequences.
  • Proficiency with Microsoft Word, Excel, and PowerPoint, the ability to effectively use data and technology, and the ability to remain organized and responsive in a fast-paced environment.

Nice To Haves

  • Experience working with Community Services Division financial, WorkFirst, and social service programs and systems.
  • Experience organizing and facilitating meetings, presentations, trainings, workshops, or workgroups with staff, leadership, community-based organizations, and/or local governments.

Responsibilities

  • Analyze performance and operational data to identify trends, gaps, errors, and opportunities for improvement; develop reports, recommendations, and data-informed solutions to support short- and long-term goals.
  • Advise and consult with leadership on complex operational, fiscal, personnel, policy, training, and service-delivery issues, providing recommendations and strategic direction.
  • Lead process improvement and strategic planning efforts by developing procedures, monitoring outcomes, evaluating effectiveness, and supporting implementation of organizational and legislative changes.
  • Manage projects and community outreach initiatives from planning through completion, coordinating with staff, leadership, community partners, tribes, government agencies, and other stakeholders.
  • Coordinate community outstations and partnerships throughout Grays Harbor and Pacific Counties, identifying opportunities to expand access to services and respond to community needs.
  • Oversee facility operations and resources for the Aberdeen CSO and CSD outstation and tribal sites, including space planning, maintenance, purchasing, safety, security, equipment, and vendor coordination.
  • Supervise Customer Service Specialists responsible for EBT issuance, purchasing, supplies, and mail distribution; assign work, provide coaching and feedback, and ensure compliance with policies and procedures.
  • Develop and communicate guidance, training, and presentations for staff and stakeholders, while coordinating committees, workgroups, meetings, and statewide process improvement efforts.
