About The Position

The Management Analyst 3 (MA3) position within the Records Division Records Strike Team is a critical role focused on accurately and timely responding to critical sentence structure and time calculations reviews for updates to ensure accurate release dates from confinement and supervision. This position is responsible for performing journey level tactical assignments based on business issues assigned to the Records Strike Team. Under general supervision, the MA3 will research, analyze, evaluate, create reports, make recommendations, and provide technical advice regarding project-based audits to ensure calculations of offender sentence structure are being completed consistently and accurately statewide. The position requires collaboration within the team and across the state with records staff. The Strike Team advises, consults, and assists in the management and implementation of legislative change and provides direction to staff on a regional and state level for emergent situations concerning sentence structure. Responsibilities may include verifying completeness and accuracy of sentence structure and criminal history information, validating the establishment of agency jurisdiction of sentences, and ensuring records comply with applicable laws, court decisions, agency policies, records processes, and retention schedules.

Requirements

  • High School diploma or equivalent AND Three (3) years’ experience in Washington State processing, maintaining and reviewing legal records used to determine agency jurisdiction and sentencing calculations in a correctional facility, community corrections, or other legal agency OR experience supervising staff performing these functions.
  • College level course work in criminal justice, business administration, accounting, social science or a related field will substitute, year for year, for up to two years of experience.

  • Professional experience in Washington State for adult or juvenile corrections, social services or closely related field providing experience with the sentence reform act, sentencing guidelines, writing presentence sentence investigations, previous records project experience with agency, establishing agency jurisdiction and time calculation.
  • Experience working in a Washington State criminal court setting processing sentencing documents to establish agency jurisdiction.

Responsibilities

  • Conducting complex project-based audits in response to critical incidents affecting sentence structure and time calculation to ensure accurate calculation of sentence structure to determine release dates statewide.
  • Utilizing audit selected records based on criteria identified through quality assurance audits and critical incident findings.
  • Verifying completeness and accuracy relating to sentence structure and criminal history information.
  • Validating establishment of agency jurisdiction of sentence.
  • Ensuring the records are compliant with applicable laws, court decisions, agency policies, records process, retention schedule etc.
  • Analyzing all other aspects of an individual’s sentence structure during the audit process to consult with Records Managers and the Statewide Records Director to strategize and develop changes to current records process, if needed.
  • Analyzing and drafting recommendations to Records Management Analyst to develop processes and review criteria for selected samples of offender records and how to document outcomes for report sharing.
  • Maintaining accurate reporting of projects for sharing with the Records Leadership Team via electronic database information (e.g. SharePoint, Excel).
  • Conducting complex level audits of records, including OMNI data elements, from multiple Records Units across the Division and State to validate accuracy, completeness and integrity of data as ordered by the court.
  • Tracking and monitoring proposed or pending changes to laws, regulations, agency policies and records processes, reporting potential impacts for records management and sentence calculations to management.
