In this role, you will oversee and coordinate highly advanced technical and administrative aspects of multi-disciplinary craft work, including mechanical, electrical, and/or civil tasks. Your primary focus will be planning facility and infrastructure-related activities such as maintenance, repairs, replacements, minor modifications, and tenant improvements. You will also support the development of training materials and the creation and maintenance of work planning and control procedures to ensure consistent and compliant execution of maintenance activities. This position is within the Environment, Safety and Health (ES&H) Directorate. This position requires full-time on-site presence due to the nature of the work.

Requirements

  • Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • Bachelor’s degree in engineering technology, ES&H, facilities management, or a related technical discipline, or an equivalent combination of education and extensive experience in facility maintenance, construction, or infrastructure operations.
  • Highly advanced experience developing, writing, and maintaining technical procedures, work control documents, or standard operating procedures (SOPs) in a regulated or safety-critical environment.
  • Experience creating training materials and delivering or supporting training related to maintenance work planning, safety processes, or CMMS usage.
  • Highly advanced experience developing complete maintenance work packages in a CMMS, including scope definition, task sequencing, craft resource identification, material requirements, and realistic labor duration estimates for moderate to complex work.
  • Strong experience conducting field walkdowns and technical evaluations to verify work scope, identify constraints, confirm materials and tools, and ensure the work plan accurately reflects field conditions.
  • Highly advanced ability to perform hazard identification and Job Hazard Analysis (JHA) development, applying Integrated Safety Management (ISM) principles and ensuring appropriate controls, permits, and Lockout/Tagout requirements are incorporated into work packages.
  • Extensive experience coordinating with craft, facility managers, engineering, and ES&H organizations to resolve technical issues, clarify scope, and ensure work packages are ready for safe execution and scheduling.
  • Broad and extensive skills needed to facilitate highly complex planning discussions, job walks, and technical meetings, communicate clearly with stakeholders, and resolve differing technical perspectives to move work forward.
  • Experience mentoring, reviewing, or providing guidance to other planners or technical staff, while demonstrating strong professional judgment, collaboration, and awareness of planning performance metrics and quality standards.
  • Ability to independently manage multiple work packages, prioritize competing work requests, and coordinate planning activities with multiple stakeholders.

Nice To Haves

  • Experience utilizing Enterprise Asset Management (EAM) or other Computerized Maintenance Management Systems (CMMS) to develop and manage maintenance work packages.
  • Previous hands-on craft experience in mechanical, electrical, HVAC, or facilities maintenance environments, providing practical understanding of maintenance execution.
  • Knowledge of adult learning principles or instructional design concepts applied in technical or operational environments.

Responsibilities

  • Develop and manage maintenance work packages in the Computerized Maintenance Management System (CMMS), including scope definition, task sequencing, craft resources, material requirements, specialized tools, permits, and realistic labor duration estimates for moderate to complex maintenance activities.
  • Lead field walkdowns and job walks with craft, Facility Managers, and technical stakeholders to validate work scope, identify constraints, verify materials and tools, and ensure work packages accurately reflect field conditions.
  • Perform hazard identification and develop Job Hazard Analyses (JHA) in accordance with Integrated Safety Management (ISM) principles, ensuring appropriate controls, permits, and Lockout/Tagout (LOTO) requirements are incorporated into work packages prior to release for execution.
  • Collaborate regarding planning activities with craft personnel, Facility Managers, engineering staff, and ES&H representatives to resolve technical issues, clarify scope, and ensure work packages meet safety, regulatory, and operational requirements.
  • Facilitate planning discussions and technical meetings to translate work requests into executable plans, ensuring work packages are complete and ready for scheduling.
  • Review highly complex work requests and determine planning approach, including identifying required permits, safety documentation, specialty tools, and materials necessary to support safe and efficient execution.
  • Manage revisions to work packages by coordinating scope updates, incorporating field feedback, and ensuring documentation remains accurate and compliant with work control processes.
  • Review work activities for applicability under the Davis-Bacon Wage Determination Act and ensure appropriate documentation is included for compliance and review.
  • Develop, update, and maintain work planning procedures, standard operating procedures (SOPs), and related documentation to ensure alignment with regulatory, safety, and operational requirements.
  • Create and support delivery of training materials related to work planning processes, CMMS usage, safety documentation, and procedure implementation to promote consistent and effective execution across the organization.
  • Promote planning quality and continuous improvement by supporting consistent work planning practices, sharing knowledge with peers, and identifying opportunities to improve planning processes and work package development.
  • Perform other duties as assigned.
