About The Position

Under general supervision and the direction of the Operations and Maintenance Director, the Maintenance Manager oversees and manages the District’s maintenance work groups. This position is responsible for the day-to-day function of the maintenance department and work groups, ensuring compliance with all applicable regulatory requirements. The Maintenance Manager plans, coordinates, and supervises the activities of the maintenance department to ensure District systems and assets are maintained in a safe, efficient, and reliable manner. The role includes managing budgets, planning for both long-term and immediate operational needs, responding to emergencies, and coordinating work with contractors. The Maintenance Manager ensures adherence to safety protocols and maintains positive community relations. This position directly supervises the Electrical, Mechanical, and Facilities Maintenance supervisors, providing day-to-day supervision and development for the maintenance supervisors in managing and owning their individual work group results. This position will ensure the long-term reliability of plant and collection system equipment through maintenance scheduling, project development, and equipment replacement. This position is also responsible for managing the district’s fleet and apprenticeship programs. In addition, this position will use a Computerized Maintenance Management System (CMMS) to review plant maintenance reports and operating data, and direct efforts of staff to ensure economical operations and repairs. This position will also be responsible for coordinating maintenance projects with District departments as well as external contractors and vendors. This position provides oversight of relevant maintenance data and reports (to include review of data quality, updating and creating Internal Process Numbers (IPNs), and creating and updating reports). This position will also be expected to provide oversight and coordination in working through unusual maintenance problems, special project evolutions and shutdowns/start-ups, and tackling urgent needs for assistance. The Maintenance Manager is a key member of the division leadership team, working closely with the Reliability Process Manager, Ecosystems Manager, Collection Systems Manager, and the Treatment Plant Manager. Also serves as a technical subject matter expert in support of District projects and programs.

Requirements

Bachelor’s degree in engineering (civil, industrial, electrical, mechanical), hard science (physics, chemistry, biology, geology, etc), or related field.
Extensive experience (4+ years) related to maintenance management, with emphasis on rotating equipment maintenance.
Experience in a leadership role (e.g. supervisor, lead-worker, etc.)
Experience with a computerized maintenance management system (CMMS).
Experience with reliability centered maintenance (RCM) principles.
Minimum of 2 years of supervisory experience, including staff oversight, performance management, and team development.

Nice To Haves

Master’s degree in engineering or related fields.
Possess a valid Wisconsin professional engineer (PE) license.
Possess a Maintenance and Reliability Management Certificate or equivalent certification.
Experience conducting maintenance and reliability management root cause analysis or fault tree mapping.

Responsibilities

Supervise maintenance supervisors, overseeing their work, clarifying and defining their roles and responsibilities, and monitoring their performance.
Serve as a mentor and resource to the maintenance supervisors and assist them with planning, scheduling, prioritizing, and supervising the work.
Identify training needs for maintenance personnel.
Provide in-house training when possible and arrange for external training when needed.
Participate in the hiring of new individuals into the maintenance section.
Establish performance standards, conduct evaluations, and provide professional development opportunities.
Foster and develop a collaborative environment promoting knowledge sharing and improvement, with supervisors autonomously managing their teams to reduce emergency work and increase overall efficiency.

Ensure continuity of operations through developing staff in skill gaps, progressions, cross-training, and knowledge transfer plans with support from HR.
Ensure effective staff coordination with external consultants, contractors, regulatory agencies, and customer communities on collection system matters.
Ensure consistent, reliable operation of all District facilities while maintaining the highest standards for employee safety, environmental compliance, and equitable service delivery to all communities.
Manage and implement maintenance programs for reliable operations of all district assets specifically related to facilities maintenance, electrical maintenance and mechanical maintenance.
Ensure oversight and coordination of maintenance activities conducted by the electrical, mechanical, and facilities maintenance workgroups.
Utilize the District’s computerized maintenance management system to assist with these activities.
Monitor and ensure upkeep of the scheduling and execute work order process flows to ensure improved work order completion and clean data integrity.
Develop and monitor Key Performance Indicators (KPIs) for the department.
Ensure actions are taken by work groups to address issues and improve processes.
Monitor emergency work orders, break ins, and overall KPI’s and coach departments to make improvements to address.
Provide support, coordination and oversight to the day-to-day operations and daily/weekly work projects of assigned maintenance work groups.
Support the District’s Health and Safety Leader in ensuring compliance with all occupational safety regulations and promotion of a culture of safety excellence throughout the department.
Monitor the creation and upkeep of Preventative Maintenance Standard Operating Procedures (SOP’s) and benchmarks with work groups and departments to ensure they are preventing failures.
Support collaborative decision-making and stakeholder engagement within the department.
Manage maintenance strategies for equipment at the organization including guiding implementation of predictive technologies (ex: Ultrasound, Signature analysis, Oil analysis) in the work groups.
Manage the annual maintenance project plan.
Develop projects and assign leads, track progress, ensure actions to address issues.
Develop and oversee preventative maintenance, inspections, repairs and new installations.
Maintain and annually update the district’s fleet plan.
Complete customer community quarterly pump station work order review and billing process for the department.
Direct the preparation of monthly, quarterly, and annual reports for management and stakeholders.
Perform the O&M Supervisor On-Call duties on a rotating basis.
Assist in the preparation and implementation of capital improvement projects to ensure the system will maintain long term and stable operations and compliance with all regulations.
Assist in the development of business case analyses for these projects.
Lead district Root Cause Analysis program to ensure staff are trained to complete RCA’s and RCA’s and corrective actions are being completed to address issues.
Work with departmental leadership to have continuous improvement in maintenance activities including factors like safety, cost consciousness, and efficiency
Develop written reports and memoranda and make verbal presentations as needed to support maintenance activities.
Provide key input to the evaluations of new equipment and equipment specifications.
Review plans and specifications for treatment plant additions and projects with an emphasis on equipment maintainability and reliability.
Provide written comments internally and externally as necessary.
Ensures the maintenance workgroup is aligned on RCM principles, and continuously improves.
Actively serve in and support the District Incident Command Structure, aid in continuous improvement of this program.
Complete FEMA ICS-100 and 200 series training within 6-months of hire, and other related trainings as directed.
Respond to emergency situations at the treatment plant and pumping stations as needed.

Prepare contract documents, bid requests and annual maintenance budget requests, and conduct necessary procurement related activities.
Oversee management of District properties.
Arrange for and supervise maintenance projects performed by contractors.
Oversee vendor/contract management including vendor qualification, performance evaluation, and relationship management.
Oversee contracts management efforts.
Ensure contract terms, policies, and procedures support District objectives and properly manage risks.
Provide strategic guidance on complex procurements, including capital equipment purchases, professional services contracts, and construction projects.
Promote and maintain a safe work environment by ensuring that all workgroup members are aware of and follow applicable District policies and procedures related to worker safety.
Ensures maintenance processes align with and follow District strategic priorities and performance areas.
Ensure compliance with government regulations and reporting requirements.
Monitor and assess risks, implementing mitigation strategies as needed.
Lead and conduct activities to support the District’s apprenticeship program, including leading the Joint Apprenticeship Training Program (JATC) committee, providing oversight and review of apprentices, and other similar activities.
Serve as primary maintenance representative to District, Commission, customer communities, and external stakeholders.
Oversee quarterly pump station billing program to District maintained customer communities.
Build and maintain relationships with regulatory agencies.
Address public complaints as requested.
Represent the District at conferences, regulatory meetings, and community forums.
Remain current on new developments, concepts, and technologies in the maintenance field including participating in professional organizations and attending meetings/conferences as necessary to ensure that the District remains up to date on current and emerging issues that may be of interest or impact to maintenance.
Serve occasionally as backup coverage for Director of Operations and Maintenance duties during planned and unplanned absences as required or assigned.
Complete any and all district required trainings.
Perform related work and other duties as required.
Support the District’s Strategic Plan and special projects associated with organizational goals.
