The MSS IRAD Lead is the engineering lead across all MSS IRAD projects with oversight for overall technical execution including cost, execution, and schedule ensuring compliance with Common Process. This role supports the annual IRAD cycle execution through Investment Concept Reviews (ICR), Project Kickoff Reviews, Execution and Monitoring, and Closeout. The lead will facilitate Contracts and Legal review of IRADs, identify opportunities to apply AI for continuous improvement and innovation, and facilitate staffing review with DOE/SEM to ensure executability. The MSS IRAD Lead and Chief Engineer share the role of assuring PKR readiness, and are responsible for the attributes of the PKR including plan, deliverables, and details of the solution. The role involves coordinating ICRs with VP S&BD and CTO, coordinating PKRs with review authorities, BDDs, Chief Engineers, and Principal Investigators, and overseeing each project’s life cycle from conception to completion with an emphasis on technical soundness, resource efficiency, and deliverables. The lead will ensure overall status of objectives and deliverables are captured in final report artifacts and IRAD is effectively closed in all required tooling. This role supports the communication of IRAD to the larger GDMS community, leads and is responsible and accountable in all IRAD planning and execution, provides technical guidance and participates in the engineering team for the projects, and provides guidance on prioritization of resources. The lead will review statements of work and BOEs for IRAD projects, assess technical risks and mitigation plans, enforce processes and standards, evaluate IRAD teams, and resolve stagnant or complex issues. The role ensures readiness and participation in Engineering Status Reviews (ESRs), ensures any scope change meets the intent of the ICR, and directs, suggests, concurs, or disapproves any project plan change. The lead will provide reports to regular MSS business reviews and is responsible for developing and maintaining M&SS IRAD Tooling, including the IRAD Portal, M&SS IRAD Data Tool (Power Apps), and M&SS IRAD Tracking Reports (Power BI). The role collaborates with the M&SS Chief Technology Office to support Technology Roadmapping activities, works with Chief Engineers on Technology Roadmaps, identifies trends in MSS technology and investments, and uses external customer strategies to identify relevant technology gaps and opportunities. The role also supports General Dynamics’ Intellectual Property program, increases knowledge of broader GD capabilities, and supports Strategy & Business Development by reporting progress, identifying and implementing efficiencies in the IRAD process, participating in new business endeavors, augmenting IRAD investment by identifying CRAD opportunities and small business teaming opportunities, participating in strategy development and capture process reviews, and developing external customer briefings on MSS R&D.
