About The Position

The Logistics and Readiness Manager contributes to the Calling of Medical Teams International by managing the logistics, procurement, asset, safety, and security functions that enable U.S. Programs to deliver safe, compliant, timely, and cost-effective services. The position supports Care & Connect, mobile medical services, disaster preparedness and response, program hubs, and other U.S. Programs initiatives. The Logistics and Readiness Manager oversees day-to-day operational readiness, strengthens systems and procedures, supervises assigned staff, and provides operational analysis and recommendations to the Executive Director, U.S. Programs and program leaders. Requirements

• Bachelor's degree in logistics, supply chain management, business administration, emergency management, occupational safety, public health, or a related field or professional experience in a relevant field may be substituted on a year-for-year basis.
• Minimum 5 years of progressively responsible experience in logistics, procurement, safety and security, operations, or a related field.
• Minimum 3 years of management or supervisory experience, including direct staff supervision.
• Minimum 3 years of project or program management experience.
• Experience managing vendors, contracts, budgets, and operational processes.
• Knowledge of logistics, procurement, inventory management, and operational support functions.
• Knowledge of workplace safety, security practices, and risk management principles.
• Familiarity with vendor management, contract administration, and purchasing processes.
• Strong organizational, planning, and project management skills.
• Demonstrated leadership and team supervision skills.
• Skilled at building and maintaining a high functioning, high performing team.

Responsibilities

• Manage logistics for mobile clinics, program hubs, trainings, exercises, disaster deployments, and new program start-ups, including transportation, warehousing, staging, distribution, and field support.
• Oversee the readiness and lifecycle management of vehicles, trailers, mobile units, generators, clinical equipment and other assigned assets, ensuring required inspections, maintenance and repairs, registrations, records, and replacement planning are completed in accordance with organizational standards.
• Establish standards for facility and hub operations, including parking, utilities, storage, access control, maintenance, vendor services, and continuity arrangements, in partnership with site-based staff and organizational support functions.
• Develop and maintain practical inventory and asset-control systems for equipment, supplies, emergency caches, personal protective equipment, keys, fuel cards, purchasing cards, and other assigned property, including stock levels, expiration tracking, chain of custody, and disposition.
• Manage USP procurement activities from needs assessment and specifications through sourcing, evaluation, purchase, receipt, documentation, and closeout in accordance with organizational policy, approved budgets, donor requirements, and applicable laws.
• Maintain annual and project-specific procurement plans for vehicles, mobile units, equipment, supplies, facilities, consultants, and other operational needs; identify lead times, dependencies, and supply-chain risks.
• Coordinate competitive solicitations, cost and price analyses, vendor due diligence, required screening, sole-source documentation, contract review, and procure-to-pay workflows within delegated authority.
• Manage vendor relationships and performance, negotiate commercial terms within delegated authority, maintain backup suppliers for critical goods and services, and coordinate with Finance and Grants staff to support allowability, coding, capitalization, documentation, and audit requirements.
• Ensure compliance with Medical Teams’ established vendor performance standards for USP procurement, in collaboration with the Global Logistics & Procurement team, and monitor and mitigate delivery, quality, safety, service, ethical, and compliance concerns.
• Implement Medical Teams' safety and security standards for USP operations, travel, mobile service delivery, community-based work, exercises, and disaster response in coordination with the Global Safety and Security Advisor and other designated functional owners.
• Coordinate risk assessments for hubs, clinic sites, routes, vehicles, warehouses, events, exercises, and deployments; document mitigation actions and escalate significant residual risks for leadership review.
• Maintain operational safety and security procedures, site safety plans, emergency action plans, incident-reporting protocols, staff check-in procedures, and the USP Safety and Security Risk Assessment.
• Monitor relevant hazards and threats, provide timely operational guidance, coordinate role-appropriate staff and volunteer training, and support protective actions, notifications, incident documentation, after-action reviews, and corrective actions.
• Support occupational safety and legal compliance (OSHA and ADA facility accessibility), and workplace hazard controls in partnership with USP Health Advisor, Human Resources, clinical leadership, Legal, and other designated owners.
• Apply organizational logistics, fleet, procurement, medicine and inventory management, safety, security, records-retention, and delegation-of-authority requirements across assigned USP operations.
• Ensure procurements supported by federal, state, or other restricted awards comply with applicable award terms and procurement requirements, including competition, documentation, suspension and debarment checks, and required approvals.
• Maintain dashboards, trackers, records, and other tools that provide timely visibility into readiness, spending, inventory, vendor performance, maintenance, incidents, and operational risk.
• Support internal reviews, external audits, insurance inquiries, incident investigations, and corrective-action plans; coordinate subject-matter review when specialized legal, clinical, environmental, transportation, or occupational-safety expertise is required.
• Supervise assigned employees, contractors, interns, and volunteers; establish priorities, monitor performance, coach staff, and model accountable, inclusive, and service-oriented leadership.
• Provide operational analysis and recommendations for annual planning, budgeting, grant development, new initiatives, and expansion decisions, including cost estimates, procurement timelines, readiness requirements, and implementation risks.
• Collaborate with USP leadership, USP Grants and Resources Manager, Global Support Solutions, Finance, CFR, Human Resources, Legal, clinical leaders, public agencies, healthcare and emergency-management partners, suppliers, landlords, and contractors to support effective program delivery.
• Maintain personal deployment readiness and, when activated, coordinate response logistics or start-up support within approved plans, delegated authority, and coverage arrangements; develop tools, training, and coaching that strengthen operational practices across USP.
• Advise the Executive Director and program leaders on operational feasibility, total cost of ownership, procurement timelines, safety and security considerations, and readiness implications for new opportunities or expansion decisions.
• Recruit, supervise, and develop USP Operations staff.
• Manage the USP Operations team to a high level of performance, implementing individual and team objectives, and setting clear metrics which feed up to USP’s programmatic goals and organizational key enterprise goals, objectives, and key results.
• Manage individual team member performance throughout the year, including quarterly check ins and end of fiscal year performance reviews.
• Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.
• Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding code of conduct and behavior expectations.
• Collaborate with the Executive Director, USP, to provide immediate surge support in the event of a domestic disaster, as needed.
• Utilize volunteers when appropriate.
• Additional duties as assigned.
