About The Position

The World Food Programme (WFP) in Djibouti is currently providing lifesaving and life changing assistances to vulnerable populations affected by food and nutrition security. These include in-kind or cash-based transfers for food assistance for those affected by droughts and floods, support for internally displaced persons (IDPs) and refugees, as well as school feeding programs and treatment for malnourished children and women. WFP Djibouti is also managing the Humanitarian Logistics Base (HLB), comprising general cargo warehouse, container freight station and 4 grain-silos, situated 20 km from the city, which is strategically positioned to offer humanitarian flows into Ethiopia, South Sudan, Sudan, Somalia and Yemen.

Requirements

  • Advanced university degree in transport economics, supply chain, logistics, engineering, business and administration or related field, or the first university degree in combination with additional years of qualifying experience.
  • Five years of post-graduate work experience in logistics, supply chain, remittance, warehousing, and contract management or relevant field.
  • Fluency in oral and written communication in the language of the United Nations used in the duty station and in the language of the duty station, if different.

Responsibilities

  • Provide logistics support for the CO operations and assure operational day-to-day management of the activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries (in-kind food assistance and CBT).
  • Collaborate with internal (programme, supply chain, finance, IT) and external (cooperation partners and retail operators) stakeholders and participate in strategic discussions about CBT scale up and hybrid targeting to achieve WFP objectives.
  • Contribute to the Country Office SC CBT strategy and scale-up planning, guidance, and implementation, incorporating best practices to support the development of the CSP, ensuring required consultations and collaboration with RBN & HQ SC teams.
  • Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimize use of available funds.
  • Organize CBT working groups and CO operational planning meetings to ensure a coordinated response (alongside in-kind transfers) – with special attention to supply chain requirements, operational risks and corresponding mitigation measures.
  • Track retail invoices in SCOPE and monitor the settlement process ensuring that invoices are paid on time.
  • Follow up on timely contracting and manage such activities of all retailers and logistics providers, including performance monitoring and evaluations against key performance indicators.
  • Supervise the work of staff, providing practical advice and guidance, to ensure that individual and team objectives are achieved within agreed standards and timelines for all support arrangements.
  • Lead the development of Standard Operating Procedures for CBT and other required activities.
  • Ensure a clear structure and division of responsibilities across relevant units
  • Establish standardized processes to guide implementation, monitoring, and reporting of CBT activities under the Country Office.
  • Ensure that the minimum assurance measures in accordance with Global Assurance Framework are in place and effective to prevent, detect and respond to diversions of In-Kind food or CBT assistance.
  • Monitor and ensure safe transportation and secure storage of in-kind assistance from origin to distribution across the supply chain even where a third party (a host government, cooperating partner, or vendor) is involved.
  • Participate in Market Diversion Monitoring survey to be carried out during quick visits to markets within the vicinity of in-kind General Food Distributions to check for possible signs of food diversion.
  • Provide partnership support (including donor partner relations and reporting support) to country office management
