About The Position

This position serves as the Single Point of Contact on all material related issues, including CNATRA property management. The role is responsible for conformance to Navy, Commercial, and ISO 9000-2000 standards, requiring in-depth knowledge of the AIMD contract, Company organization, and Company policies and procedures. The Logistics Manager will develop, establish, and maintain written procedures for the proper control of Government Furnished Property (GFP) via the Property Management Plan (PMP), monitor its submission and upkeep, and submit changes to ensure consistency. This role involves reviewing all five sites' logistics CDRLs concerning GFP/COP/IMRL for accuracy, ensuring they mirror NAS Corpus Christi format. The manager will also ensure Quarterly IMRL audits are accurate and sent to CNATRA N43/IPMS, and direct, plan, and coordinate the activities of the Logistics Team, including IMRL Managers, Supply Techs, Tool and Parts Attendants, and AMSU Clerks. Management analysis and workload planning are crucial to meet customer service and company goals. The position requires establishing and maintaining stocking levels of Government Property, collaborating with Government counterparts, and evaluating existing methods for compliance, cost-effectiveness, productivity, and safety. Recommendations for manpower, materials, facilities, and capital equipment are to be submitted to Site Managers. Accurate records of Government Property must be maintained, and Site Managers advised of work status. The role actively supports the Company’s Safety philosophy and programs, enforces all Company and Government policies, participates in interviews and selection for new employees, and must be familiar with the Collective Bargaining Agreement (CBA) and Company policies. Compliance with the Hazardous Waste Program and all regulations ensuring personnel safety and security of Government and Company equipment is mandatory. Quality Control policies and inspections must be adhered to, and assistance provided in the Training Program as required. The position demands the highest ethical personal and professional standards and may involve other assigned projects.

Requirements

  • Five (5) years within the last six years experience in automated inventory control.
  • Satisfactory completion of U.S. Armed Forces supply and/or property control courses or civilian equivalent or five (5) years of experience in aviation supply required.
  • Must be able to meet any Government/Company license/qualification requirements for the position.
  • Must have five (5) years experience in inventory control of parts, materials, aviation tools, and equipment.
  • Computer key punch experience or equivalent typing experience required.
  • Must have a Bachelor’s Degree with minimum of five (5) years logistics experience, three (3) years of which must have been in a supervisory capacity, OR ten (10) years current logistics experience, three (3) years of which must have been in a supervisory capacity.
  • Ability to communicate accurately and concisely on material support matters, both orally and in writing.
  • Must be able to read, speak, write legibly and understand the English language.
  • Extensive working knowledge of Government Property Control/Procurement procedures.
  • Must possess leadership and management skills to direct assigned personnel to comply with established policies and procedures.
  • Must be able to obtain and maintain a DoD security clearance.
  • Must be able to work weekends, other shifts and overtime as required.
  • May be required to travel on Company business in support of this contract.

Responsibilities

  • Review, analyze, and direct personnel to take corrective action required to improve logistical support for T-45 aircraft, including depot level repair assets shipped to overseas vendors.
  • Coordinate with Maintenance and sub-contractors on items that become critically short and take aggressive action to eliminate shortages through expedite actions to supply source, local manufacture or local purchase.
  • Prepare, review, and analyze daily reports and provide guidance to 45 Supply personnel to expedite aircraft requirements, including Non Mission Capable Supply (NMCS), Partial Mission Capable Supply (PMCS), Awaiting Parts (AWP), Warehouse Refusals, Replenishment reports, Requests to ICP for NSN, Due In From Maintenance (DIFM reports), and IOU reports.
  • Generate reports from Naval Aviation Logistics Command Management Information System (NALCOMIS).
  • Review, validate, and direct corrections required on 310 and 350 METCAL reports.
  • Identify trends in material supply levels and determine if action is required to prevent potential problems or work stoppages.
  • Recommend corrective action to lower graded employees and monitor for completion.
  • Recommend corrective actions required to process all receipt rejections resulting from warehouse refusals and receipt control listing.
  • Approve purchase requests and commitments.
  • Direct subordinates regarding corrective actions, monitor for completion, and offer guidance as needed.
  • Coordinate with Quality Assurance personnel on all discrepant receipts and unsatisfactory new material, and prepare correspondence required to receive credit from supply sources.
  • Assist and provide training to subordinate personnel in Resource Management.
  • Research and prepare Power Point presentations for special supply studies or reviews.
  • Recommend corrective action(s) to alleviate immediate existing or anticipated problems.
  • Validate and approve automated time cards, vacation requests, and personal paid time off for 35 personnel assigned to the department.
  • Serve as the Single Point of Contact on all material related issues including CNATRA property management issues.
  • Be responsible for conformance to Navy, Commercial and ISO 9000-2000 standards.
  • Develop, establish, and maintain written procedures for the proper control of Government Furnished Property via the Property Management Plan (PMP).
  • Monitor the submission and upkeep of the PMP including it as a CDRL submission.
  • Submit changes to the PMP ensuring all functions are consistent with written procedures.
  • Review all five (5) sites logistics CDRLs, concerning GFP/COP/IMRL, for format and accuracy before they are posted to the AIMDNET and emailed.
  • Ensure all sites CDRLs mirror NAS Corpus Christi format as much as possible in accordance with the appropriate Data Item Description (DID).
  • Ensure all Quarterly IMRL audits are accurate, complete, and sent to CNATRA N43/IPMS as required.
  • Direct, plan, and coordinate the activities of the Logistics Team by synergizing the training and functions of all logistic personnel to include, but not limited to (IMRL Managers, Supply Tech, Tool and Parts Attendants, AMSU Clerks).
  • Perform management analysis and workload planning to ensure that customer service and company goals are met.
  • Establish and maintain stocking levels of Government Property to ensure materials are available to meet maintenance requirements.
  • Collaborate with Government counterparts on issues involving procedural deficiencies.
  • Evaluate existing methods, systems, and potential improvements for compliance to maintenance and customer schedule requirements ensuring cost effectiveness, productivity, and personnel safety.
  • Submit to the Site Managers any recommendations for manpower, materials, facilities, and capital equipment.
  • Maintain accurate records of Government Property throughout the acquisition and disposition process.
  • Advise the Site Managers of the status of work in-progress and coordinate with other departments as required to accomplish tasks.
  • Actively support the Company’s Safety philosophy and programs.
  • Enforce all Company and Government policies pertaining to site operations as well as Division specific policies.
  • Participate in interviews and selection process for new employees in the Logistics department.
  • Be thoroughly familiar with the Collective Bargaining Agreement (CBA).
  • Be thoroughly familiar with and support Company policies and procedures.
  • Comply with Hazardous Waste Program.
  • Enforce all Company and Government regulations to ensure personnel safety and the security and preservation of Government and Company-owned equipment.
