Requirements

  • Must have a working knowledge of Disbursing on-board US Naval vessels and experience with personnel / manpower and training requirements.
  • Strong verbal communication to effectively express concepts, plans, and proposals.
  • Strong critical thinking skills and ability to prioritize and meet deadlines.
  • Initiative-taker requiring minimal supervision.
  • Works well in a team environment.
  • 15 years of logistic experience in the U.S military preferred.
  • Associate’s degree in logistics or a business discipline is required.
  • Advanced proficiency with Microsoft Office Applications (Word, PowerPoint, Access, Excel and Outlook) is required.
  • Experience with inventory management in the Navy.
  • Proficiency in Navy-ERP is preferred.
  • Experience and knowledge of the Navy Working Capital fund policies and concepts.
  • Experience with the Financial Improvement and Audit Readiness program.
  • Experience with Supply Management Assessments/ Inspections.
  • Training personnel in fundamentals of disbursing and manpower management.
  • Position requires applicant to be a US Citizen and able to obtain and maintain a Secret security clearance for the position.

Nice To Haves

  • 15 years of logistic experience in the U.S military preferred.
  • Proficiency in Navy-ERP is preferred.

Responsibilities

  • Provide “Disbursing” guidance to shipboard personnel monitor Disbursing program and Navy Cash program.
  • Assist Disbursing Officers with analysis of their shipboard programs.
  • Review, analyze and determine LCM capabilities for the following installed shipboard systems - UMIDS, DDS, WINIATS, ATM, and Navy Cash as they apply to CNAF aircraft carriers.
  • Provide training for all CNAF aircraft carriers utilizing these systems.
  • Prepare reports and submit results, with recommendations for improvements, for all inspections and assessments conducted. Reports will be provided to the CNAF Services Officer.
  • Participate and provide technical analysis regarding future technology initiatives related to shipboard services operations.
  • Assist with implementation, monitoring, and training requirements associated with the DDS for all CNAF aircraft carriers.
  • Provide qualitative and quantitative techniques for analyzing and measuring shipboard supply services effectiveness.
  • Perform independent analysis of shipboard services operations, cost-wise readiness, and initiatives that have or will affect supported activities.
  • Identify systemic barriers and problems affecting shipboard services operations under the CNAF/CNAP clamancy.
  • Analyze barriers and problems, and provide recommendations to eliminate or mitigate obstacles and improve overall effectiveness and shipboard quality of life.
  • Support the Government with analytical and investigative techniques to achieve improved shipboard services operations at reduced costs for activities identified in this PWS.
  • Attend meetings to collect information; review, validate and provide analysis of processes and data; prepare draft reports, briefs and presentations; and conduct product demonstrations of shipboard services equipment or procedures as specified by the COR or PM.
  • Develop, analyze, conduct operational audits, and prepare follow-up reports evaluating effectiveness of systems implementations.
  • Determine user training needs for software and related AIS.
  • Conduct studies, review findings, make recommendations for improved operating procedures and policies concerning current and future shipboard services operations and program initiatives.
  • Support the Government in research and development of Force Supply policies, procedures and guidance to be provided to CNAF/CNAP supported units.
  • Collect, review, monitor, and analyze data received from supported activities. Develop a performance metrics tracking reports, to compile data received, and ascertain health of services readiness operations on aircraft carriers.
