About The Position

This position supports the In-Service Attack Submarine Program Office (PMS 392), which is part of Director, Submarine Programs, and Team Submarine (TSUB). The role provides executive-level support to one or more Navy O-6/Civilian GS-15 level leaders. The Logistician will provide support in planning, managing, tracking, executing, and reporting program initiatives and actions.

Requirements

  • A current or active DoD Secret security clearance.
  • Bachelor’s degree in business, or related field. A candidate with five or more years’ experience directly supporting a Navy customer in a business capacity will be considered in lieu of a degree.
  • Five years or more of relevant experience with U.S. Navy logistics procedures and systems.
  • Ability to plan, organize work and meet deadlines.
  • Comprehensive skill in applying, enforcing and integrating rules, regulations, and guidelines that impact projects and programs.
  • Working knowledge of configuration management and modernization/alteration ILS processes and tools.
  • Must be legally authorized to work in the United States at the time of hire and throughout employment.
  • Must be able to obtain and/or maintain a DoD Security Clearance. Security clearances may only be granted to U.S. citizens.

Nice To Haves

  • Familiarity with DoW and DSP Policy and Instructions for Logistics, Product Support and Digital Transformation, and Military Standards such as MIL-STD-3100 for Technical Data Packages.
  • Working knowledge and experience in Navy acquisition, Integrated Product Support (IPS), and submarine sustainment, to include regulations, policies, processes, budget management, Information Technology (IT) systems, and techniques for product analysis in support of US Fleet operations.
  • Working knowledge of Navy correspondence and records management requirements, including security classification and handling restrictions; and Navy correspondence.
  • Information Technology resources used to support acquisition and IPS, such as CDMD-OA, ATIS, ERP, NTIRA, NDE, OneTouch, Haystack, etc.

Responsibilities

  • Independently research and analyze complex issues related to ESRS cases, ECPs, CANNABs, and obsolescence, using multiple programs such as CDMD-OA, Aras, OMIS, ESRS, eCANNAB, and more, and compile a clear and concise executive summary that outline the core issue(s), ongoing or planned actions, any barriers requiring program office intervention or escalation, and next steps.
  • Support Configuration Management (CM) Program audits, supportability assessment reviews, technical reviews, and evaluate documentation for impacts to logistics and life-cycle logistics support.
  • Monitor, document, and track Configuration Status Accounting (CSA) and logistics in-service submarine platforms metrics, processes, and procedures. Ability to compare supply support issues with multiple programs such as CDMD-OA, ESRS (NAVSUP), DLA, and In-service engineering (ISEA) to help identify a resolution and track to completion.
  • Support of HM&E systems, subsystems, equipment, and component change-out integrated product support elements/integrated logistics support (ILS) elements product update/development/ILS certification.
  • Coordinate with in-service submarine platform key product support providers to identify, track and resolve CM and ILS product deficiencies.
  • Prepare and deliver professional briefs to program leadership and stakeholders regarding active logistics issues, risks, and mitigation pathways.
  • Participate in and support Diminishing Manufacturing Sources and Material Shortages (DMSMS) and Obsolescence Management IPTs/WGs.
  • Assess and provide quality assurance feedback on all ESRS/DMSMS documentation, draft instructions, and product deliverables.

  • Coordinate meetings, record meeting minutes, provide logistical support, brief, and track action items/milestones.
  • Ability to access or locate information using computers and internet search engines to research various issues (without AI).
