About The Position

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. You will serve as a developmental Lock & Dam Operator (WY-05) training for the WY-08 level. You will work alone or in a 2-man team performing routine lockages under direct supervision or shift direction of a higher-graded operator.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a valid state Driver's License.
  • Requires shift work, rotating shifts to include weekends/holidays.
  • May be required to have an American Red Cross Standard First Aid card, CPR and/or AED in good standing.
  • This is a mandatory Drug and Alcohol Testing Designated Position (TDP), in accordance with ER 690-1-1218, USACE Civilian Drug Free Workplace Program, dated 30 June 2021.
  • Participation in the Mandatory Drug and Alcohol Testing Program is required.
  • Pre-employment drug and alcohol test is required.
  • Pre-employment physical is required.
  • Participation in the Medical Surveillance Program is required.

  • Ability to do the work of a(n) Lock and Dam Operator without more than normal supervision.
  • Ability to perform common tasks associated with the operations of lock and dam equipment.
  • Able to perform routine preventive maintenance tasks utilizing mechanical or electrical equipment (such as commercial mowers, weed trimmers, pressure washers, chainsaws, and portable power tools).
  • Able to perform ground maintenance tasks.
  • Able to learn through on-the-job observation, training, and hands-on work experience.
  • Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed.
  • Eye and hand coordination for operating various controls and handling lines while observing traffic and personnel, during crane lifting operations, lifting dam gates, etc.
  • Standing, stooping, bending, occasionally lifting in excess of 50 pounds, stretching, working in cramped positions, handling or maneuvering bulky items or equipment, and general continuous moderate to arduous physical activity.
  • Preponderance of work is performed outside, subject to extremes of temperature and weather.
  • Exposure of injuries associated with working in restricted areas (occasionally in cramped and/or uncomfortably hot or cold areas), from falling objects, from working with electrical power tools and wiring or other equipment, from working with normal manual tools, and from falls while working on lock walls, dam service bridge, etc.
  • During maintenance operations, is occasionally exposed to unpleasant fumes, dust, etc.

Responsibilities

  • Assist with handling and snubbing bow/stern lines to assist pilots.
  • Walk lines to proper locations along the lock wall.
  • Secure vessel lines to the lock wall.
  • Under direct supervision, operate electrical, electronic, and hydraulic gate controls at one end of the chamber.
  • Learn to operate water control valves safely.
  • Clear ice, logs, and debris from gate paths and recesses.
  • Perform ground maintenance (mowing, snow shoveling, janitorial tasks).
  • Assist maintenance crews with routine repairs.
  • Input vessel times, registration, and direction into logs.
  • Use basic light and horn signals as directed.
